Abstract

There are plenty of methods could be used for the systematic analysis of occupational safety and health in general, and risk analysis in particular. This study was initiated in order to create a HIRARC model for the evaluation of environmental safety and health at a shipyard of PT. Bintang Timur Samudera in Madura. The HIRARC model was used to identify the primary and secondary hazards which may be inherent in the system which were determined as a serious threat for work activities in the shipyard. The primary tools of the model consisted of work place inspection schemes which included task observation and interview, safety analysis as well as accident and incident investigation. For risk assessment, the Likelihood scale was complemented by the severity matrix analysis in order to determine the probability and extent of safety and health at the shipyard. These were used to identify and recommend control measures which include controls in engineering, administrative aspects, as well as the use of personal protective equipment (PPE) for the activities in the shipyard.

Terdapat banyak metode yang dapat digunakan untuk analisis sistematis keselamatan dan kesehatan kerja (K3) secara umum, dan analisis risiko pada khususnya. Penelitian ini diawali dalam rangka membuat model HIRARC untuk evaluasi keselamatan dan kesehatan lingkungan di galangan kapal PT. Bintang Timur Samudera di Madura. Model HIRARC digunakan untuk mengidentifikasi bahaya primer dan sekunder yang mungkin terdapat dalam sistem yang dinilai sebagai ancaman serius dalam pekerjaan di galangan kapal. Pendekatan utama dari model ini terdiri dari skema inspeksi tempat kerja yang meliputi observasi tugas dan wawancara, analisis keselamatan, serta investigasi kecelakaan dan insiden. Untuk penilaian risiko, skala kecenderungan dilengkapi dengan analisis matriks keparahan untuk menentukan probabilitas dan sejauh mana keselamatan dan kesehatan kerja di galangan kapal. Hal tersebut digunakan untuk mengidentifikasi dan merekomendasikan langkah-langkah pengendalian yang mencakup aspek teknis, administratif, serta penggunaan alat pelindung diri (APD) untuk kegiatan di galangan kapal.
