Abstract

Semenjak COVID-19 melanda dunia, salah satu yang terdampak adalah negara
Indonesia. Pada 2 Maret 2020 Presiden Joko Widodo menyatakan virus COVID-19
telah memasuki Indonesia. Penyebaran virus COVID-19 yang cukup pesat
memberikan dampak yang besar bagi perekonomian di Indonesia. Berdasarkan data
statistik BPS RI menyatakan bahwa Indonesia mengalami penurunan pertumbuhan
ekonomi yang drastis pada Kuartal II 2020 yaitu sebesar -5,32%. Salah satu industri
yang terdampak adalah industri perbankan sehingga menyebabkan kinerja
perbankan mengalami penurunan. Penelitian ini bertujuan untuk mengukur,
menganalisis, dan membandingkan tingkat efisiensi operasional dan efisiensi
manajerial bank konvensional di Indonesia sebelum dan saat COVID-19
menggunakan metode Two-stage DEA Model (VRS output-oriented dan
dilanjutkan dengan uji t-paired). Data yang dikumpulkan berupa laporan keuangan
dan laporan tahunan dari masing-masing sampel bank. Kemudian data diolah
menggunakan model DEA VRS dengan cara memasukkan variabel input dan
output yang diambil berdasarkan pendekatan intermediasi, serta uji t-paired untuk
menguji perbedaan signifikan pada suatu populasi yang sama. Hasil penelitian
menunjukkan bahwa tidak terdapat perbedaan yang signifikan antara efisiensi
operasional dan manajerial sebelum dan saat pandemi COVID-19. Kesimpulan
yang didapat dari penelitian adalah industri perbankan perlu pengawasan yang lebih
ketat lagi dari pemerintah, industri perbankan sendiri harus dapat menjaga
kesehatan operasional dan manajerial mereka.

Since COVID-19 hit the world, one of the people affected is Indonesia. On
March 2, 2020, President Joko Widodo stated that the COVID-19 virus had entered
Indonesia. The rapid spread of the COVID-19 virus has had a major impact on the
economy in Indonesia. Based on statistical data from BPS RI, it is stated that
Indonesia experienced a drastic decline in economic growth in the second quarter
of 2020, amounting to -5.32%. One of the industries that was affected was the
banking industry which caused banking performance to decline. This study aims to
measure, analyze, and compare the level of operational efficiency and managerial
efficiency of conventional banks in Indonesia before and during COVID-19 using
the Two-stage DEA Model (VRS output-oriented and followed by t-paired test). The
data was collected online, in the form of financial reports and annual reports from
each sample of the bank. Then the data is processed using the DEA VRS model by
entering the input and output variables which are taken based on the intermediation
approach, as well as the paired t-test to test for significant differences in the same
population. The results showed that there was no significant difference between
operational and managerial efficiency before and during the COVID-19 pandemic.
The conclusion from the research is that the banking industry needs even tighter
supervision from the government, the banking industry itself must be able to
maintain their operational and managerial health.
