Abstract

Indikasi permasalahan pengendalian material terjadi di PT PLN (Persero) Unit Pelaksana Pelayanan Pelanggan (UP3) Madiun. Pemesanan Material Distribusi Utama (MDU) khususnya kWh Meter dan MCB tidak disesuaikan dengan permintaan pelanggan di Unit Layanan Pelanggan (ULP) sehinggan terjadi kekosongan material atau stockout. Hal tersebut menimbulkan daftar tunggu antrian yang cukup panjang sampai dengan akhir tahun 2020. Data menunjukkan bahwa sampai dengan bulan Desember 2020 masih ada 2.163 pelanggan yang masuk dalam daftar antrian penyambungan dan sejumlah 3.381 total pelanggan yang menerima restitusi atau pengembalian biaya penyambungan selama tahun 2020. Permasalahan yang akan diselesaikan dalam penelitian ini adalah bagaimana menentukan jumlah pembeliaan dan persediaan kWh Meter dan MCB di PT PLN (Persero) UP3 Madiun. Pada penelitian ini penulis menggunakan metode lot sizing dengan Economic Order Quantity (EOQ) dan Periodic Order Quantity (POQ) dengan hasil yang dimasukan kedalam Material Requirement Planning (MRP) berdasarkan peramalan ANN. Penggunaan lot sizing POQ pada material terpilih dapat melakukan rata-rata saving sebesar 19% dengan rata-rata service level sebesar 100% sedangkan penggunaan EOQ pada material terpilih mampu melakukan rata-rata saving sebesar 33% dengan service level sebesar 100%. ===================================================================================================== Indication of material control problems have occurred at PT PLN (Persero) Unit Pelaksana Pelayanan Pelanggan (UP3) Madiun. Main Distribution Materials especially for kWh Meter and MCB order is not adjusted to customer requests at the Unit Pelayanan Pelanggan(ULP) then it makes the materials stockout. This results in a long waiting list until the end of 2020. Data shows that up to December 2020 there are still 2.163 customers who are on the waiting list and a total of 3.381 customers who have received refunds of connection fees within 2020. The purchasing and inventory value of kWh Meter and MCB have to be determined. In this study the authors used lot sizing method with Economic Order Quantity (EOQ) dan Period Order Quantity (POQ) in MRP based on forecasting material demands using the artificial neural network (ANN). POQ lot sizing on selected materials can make an average saving of 19% with an average service level of 100% while the use of EOQ on selected materials can make an average saving of 33% with a service level of 100%.
