Abstract

Mataram sebagai salah satu kota di Indonesia tempat dua lempeng aktif dunia bertemu (Lempeng Hindia-Australia dan Lempeng Eurasia) memiliki potensi gempa bumi tinggi yang menyebabkan tsunami terjadi. Hal ini didukung oleh data Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) di tahun 2019 yang mencatat terjadinya dua kali gempa yang diikuti dengan datangnya tsunami di NTB, tepatnya pada tanggal 10 April 1815 dengan air laut naik setinggi 3.5 meter dan pada tanggal 19 Agustus 1977 dengan air laut naik setinggi 15 meter. Dimana bencana yang terjadi pada tanggal 19 Agustus 1977 tersebut memakan banyak korban, seperti 107 orang meninggal, 54 orang menghilang, 1125 orang terluka, serta total kerugian akibat kerusakan yang terjadi sebesar Rp 239.474.000,-.
Berdasarkan Peraturan Menteri Pekerjaan Umum No. 06/PRT/M/2009 tentang Pedoman Perencanaan Umum Pembangunan Infrastruktur di Kawasan Rawan Tsunami, evakuasi penyelamatan sebelum gelombang tsunami tiba dapat dilakukan secara horizontal maupun vertikal. Dimana evakuasi vertikal merupakan salah satu bentuk penyelamatan dalam waktu singkat tetapi belum banyak digunakan. Sebab bangunan tersebut harus memenuhi kriteria bangunan evakuasi sesuai peraturan yang berlaku. Oleh karena itu akan dilakukan perencanaan sebuah banguan tahan gempa dan tsunami sesuai peraturan yang ada sebagai salah satu solusi tempat evakuasi, serta mengurangi risiko dari bencana yang terjadi.
Bangunan tahan gempa dan tsunami yang direncanakan ini nantinya akan disesuaikan dengan performance level yang diatur dalam FEMA P646 tentang Guidelines for Design of Structure for Vertical Evacuation from Tsunamis. Dimana untuk bangunan tahan gempa dan tsunami haruslah masuk ke dalam performance level Immediate Occupancy. Dimana performance level tersebut didapatkan melalui analisa statik non-linear dengan menggunakan analisis pushover. Selain itu, dalam perencanaan pada tugas akhir ini akan digunakan juga beberapa pedoman perencanaan lainnya, seperti FEMA 440 tentang Improvement of Nonlinear Static Seismic Analysis Procedures, ATC 40 tentang Seismic Evaluation and Retrofit of Concrete Buildings, ASCE 7-16 tentang Minimum Design Loads and Associated Criteria for Buildings and Other Structures, SNI 1726:2019 tentang Tata Cara Perencanaan Ketahanan Gempa untuk Struktur Bangunan Gedung dan Non Gedung, SNI 1727:2020 tentang Beban Minimum untuk Perancangan Bangunan Gedung dan Struktur Lain, dan SNI 2847:2019 tentang Persyaratan Beton Struktural untuk Bangunan Gedung.

Mataram as one of the cities in Indonesia where the two active plates of the world meet (The Indian-Australian Plate and The Eurasian Plate) has a high potential for earthquakes that cause a tsunami occur. This is supported by data from Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) in 2019 which recorded two earthquakes followed by the arrival of tsunami in NTB. It is on April 10th, 1815 with sea water rising as high as 3.5 meters and on August 19th, 1977 with 15 meters of sea water rises. Where the disaster that occurred on August 19th, 1977 took many victims, such as 107 people died, 54 people disappeared, 1125 people were injured, and the total loss due to the damage was IDR 239,474,000.
Based on Peraturan Menteri Pekerjaan Umum No. 06/PRT/M/2009 Pedoman Perencanaan Umum Pembangunan Infrastruktur di Kawasan Rawan Tsunami, rescue evacuation before the tsunami waves arrive can be carried out horizontally or vertically. Where vertical evacuation is a form of rescue in a short time but has not been widely used. Because the building must have the criteria for an evacuation building that accordance with applicable regulations. Therefore, the planning of an earthquake and tsunami resistant building will be carried out according to existing regulations as a solution for evacuation sites, as well as reducing the risk of disasters that occur.
The planned of earthquake and tsunami resistant buildings will be adjusted to the performance level that set in FEMA P646 Guidelines for Design of Structure for Vertical Evacuation from Tsunamis. Where earthquake and tsunami resistant buildings must be included in the Immediate Occupancy level performance. Where the performance level is obtained through non-linear static analysis using pushover analysis. In addition for this final assignment, several other planning guidelines will also be used, such as FEMA 440 Imrpovement on Nonlinear Static Seismic Analysis Procedures, ATC 40 Seismic Evaluation and Retrofit of Concrete Buildings, ASCE 7-16 Minimum Design Loads and Associated Criteria for Buildings and Other Structures, SNI 1726:2019 Tata Cara Perencanaan Ketahanan Gempa untuk Struktur Bangunan Gedung dan Non Gedung, SNI 1727:2020 Beban Minimum untuk Perancangan Bangunan Gedung dan Struktur Lain, and SNI 2847:2019 Persyaratan Beton Struktural untuk Bangunan Gedung.
