Abstract

Instalasi Pengolahan Lumpur Tinja (IPLT) Kota Batu merupakan salah satu Unit Pelaksana Teknis Pengelolaan Air Limbah Domestik Dinas Perumahan dan Kawasan Permukiman Kota Batu. Pada tahun 2017-2019 debit pengolahan IPLT Kota Batu sebesar 36 m3/hari. Sumber lumpur tinja yang masuk berasal dari tangki septik domestik warga, serta air limbah dari IPAL hotel, restoran, dan tempat wisata yang ada di Kota Batu. Berdasarkan hasil analisis laboratorium tahun 2017 – 2019, diperoleh hasil bahwa parameter indikator pencemaran tidak memenuhi baku mutu. Nilai effluent pada IPLT Kota Batu Tahun 2019 untuk parameter BOD, COD, TSS, pH, dan minyak lemak masing-masing sebesar 59,42 mg/L; 188,7 mg/L; 46,8 mg/L; 9,2; dan 6,5 mg/L. Oleh karena itu, diperlukan identifikasi terhadap terjadinya kegagalan pengolahan lumpur tinja untuk meminimalisir kemungkinan terjadinya risiko kegagalan tersebut serta saran perbaikan yang dapat dilakukan. Sehubungan dengan hal itu maka lingkup penelitian ini adalah mengevaluasi pengolahan air limbah tersebut pada kondisi operasi normal yaitu operasional sebelum tahun 2019 dengan debit pengolahan 36 m3/hari.
Analisis untuk meminimalisir kesalahan dalam pengolahan lumpur tinja dan kemungkinan terjadinya risiko kegagalan menggunakan Failure Mode and Effect Analysis (FMEA). Parameter yang diuji pada laboratorium adalah pH, TSS, BOD, COD, amonia, dan total coliform untuk limbah cair dan parameter C-organik, N-total, P, rasio C/N, kadar air dan pH untuk limbah padat (pupuk). Risiko terjadinya kegagalan pada instalasi pengolahan lumpur tinja dianalisis dengan menggunakan metode fishbone. Nilai risiko tersebut ditentukan berdasarkan nilai severity, Occurence, dan detection dari metode FMEA dan dari nilai tersebut dapat ditentukan prioritas penanganan dan perbaikan dengan mengalikan hasil nilai severity, Occurence, dan detection yang dinyatakan sebagai Risk Priority Number.
Berdasarkan dari hasil analisis FMEA, prioritas kegagalan tertinggi pada aspek teknis diantaranya nilai penyisihan BOD kolam fakultatif dengan RPN 24, penyisihan BOD kolam maturasi dengan RPN 24, HRT ABR dengan RPN 18, upflow ABR dengan RPN 18, td kolam fakultatif dengan RPN 18, dan perawatan pompa vacuum dengan RPN 18. Sedangkan pada aspek non teknis diantaranya limbah yang tercampur dengan sampah dengan RPN 30, pelatihan tentang pengolahan tinja dengan RPN 24, dan effluent tidak memenuhi baku mutu dengan RPN 24. Upaya untuk memperkecil kegagalan pengolahan lumpur tinja diantaranya adalah pembersihan rutin barscreen, melakukan perawatan dan pengurasan rutin pada unit ABR, kolam fakultatif, kolam maturasi, pengecekan pompa vacuum truk tinja secara rutin, mengontrol limbah masuk, memperketat SOP penyedotan lumpur tinja dari septic tank pelanggan, pelatihan atau seminar tentang pengolahan tinja bagi karyawan IPLT.

Instalasi Pengolahan Lumpur Tinja (IPLT) Kota Batu is one of the Technical Implementation Units for Domestic Wastewater Management of Dinas Perumahan dan Kawasan Permukiman Kota Batu. In 2017-2019 the wastewater treated in IPLT Kota Batu was 36 m3/day. The sources of the incoming fecal sludge are residents' domestic septic tanks, as well as wastewater from WWTP of hotels, restaurants, and resort areas in Batu City. Based on the results of laboratory analysis in 2017 – 2019, the value of some contamination parameters were not fulfill the quality standard. The effluent value at Batu City IPLT in 2019 for parameters BOD, COD, TSS, pH, and fatty oil were 59,42 mg/L; 188,7 mg/L; 46,8 mg/L; 9,2; and 6,5 mg/L respectively. Therefore, it is necessary to identify the occurrence of sewage sludge treatment failures to minimize the possibility of the risk of failure. In this study, the conditions used were during normal conditions in 2019 with a treatment discharge of 36 m3/day.
Analysis to minimize errors in sewage treatment and the possibility of failure risk is using Failure Mode and Effect Analysis (FMEA). The parameters tested in the laboratory are pH, TSS, BOD, COD, ammonia, and total coliform for liquid waste and C-organic parameters, N-total, P, C/N ratio, water content and pH for solid waste (fertilizer). The risk of failure in the sewage treatment plant is analyzed using the fishbone method. The risk value can be presented as severity, Occurence, and detection values obtained from calculation using the FMEA method and from these values the priority of reparation can be determined by multiplying the results of severity, occurence, and detection values which are expressed as a Risk Priority Number.
Based on the results of the FMEA analysis, the highest failures in technical aspects include the BOD allowance for facultative ponds with RPN 24, BOD removal for maturation ponds with RPN 24, HRT ABR with RPN 18, upflow ABR with RPN 18, td facultative ponds with RPN 18, and maintenance vacuum pump with RPN 18. Meanwhile, non-technical aspects include waste mixed with garbage with RPN 30, training on feces processing with RPN 24, and the effluent does not meet the quality standard with RPN 24. Efforts to minimize the failure of sewage treatment include routine cleaning of the screen, carrying out routine maintenance and drainage on ABR units, Facultative Ponds, Maturation Ponds, routine checks on the excreta truck vacuum pump, controlling incoming waste, tightening SOPs for desludging sewage from customers' septic tanks, and training or seminars on sewage treatment for IPLT employees.
