Abstract

Bali merupakan salah satu destinasi pariwisata terbaik di dunia, namun di sisi lain, terdapat ketimpangan pembangunan di Provinsi Bali. Wilayah Bali barat merupakan salah satu wilayah yang kurang tersentuh pembangunan. Oleh karena itu dalam rangka melakukan pemerataan pembangunan, Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) akan membangun Jalan Tol Mengwi-Gilimanuk yang nantinya akan melintasi tiga kabupaten di Provinsi Bali yaitu Kabupaten Jembrana, Kabupaten Tabanan, dan Kabupaten Badung. Tujuan utama pembangunan jalan tol ini adalah untuk pengembangan wilayah di Bali bagian barat, utamanya mengurangi volume lalu lintas serta meningkatkan efisiensi dari arus lalu lintas Pelabuhan Gilimanuk hingga ke Metropolitan Sarbagita (Denpasar, Badung, Gianyar, Tabanan).
Studi kelayakan proyek merupakan suatu studi untuk menilai proyek yang akan dikerjakan. Yang dimaksud penilaian disini ialah dengan memberikan rekomendasi apakah proyek yang bersangkutan layak dikerjakan atau sebaiknya ditunda terlebih dahulu. Dalam melakukan studi kelayakan ini tentunya akan melibatkan berbagai aspek untuk memutuskan kelayakan dari suatu proyek. Aspek ekonomi dan finansial merupakan aspek-aspek yang perlu diperhatikan dalam pelaksanaan suatu studi kelayakan proyek. Dengan dilaksanakannya studi ini diperoleh besarnya penghematan dari BOK (Biaya Operasional Kendaraan) dan time value ketika nantinya jalan tol ini sudah dioperasikan, sehingga nantinya akan diketahui apakah pembangunan jalan tol ini layak secara aspek ekonomi dan finansial.
Dari hasil analisis kelayakan ekonomi diperoleh nilai BCR sebesar 2.32 (BCR>1), NPV sebesar Rp24,227,067,710,657.20 (NPV>0), dan IRR sebesar 11.97% (IRR>Suku bunga). Sedangkan pada analisis kelayakan finansial diperoleh nilai BCR sebesar 1.18 (BCR>1), NPV sebesar Rp3,344,797,279,603.31, IRR sebesar 5.59% (IRR>Suku bunga), dan Payback Period pada tahun ke-32 bulan ke-2 setelah jalan tol dioperasikan. Berdasarkan analisis tersebut maka dapat disimpulkan bahwa Jalan Tol Mengwi-Gilimanuk layak dari segi ekonomi dan finansial.

Bali is one of the best tourism destinations in the world, but on the other hand, there is an imbalance in development in Bali Province. The west Bali region is one of the areas that is less affected by development. Therefore, in order to carry out equitable development, the Ministry of Public Works and Public Housing (PUPR) will build the Mengwi-Gilimanuk Toll Road which will later cross three districts in Bali Province, namely Jembrana Regency, Tabanan Regency, and Badung Regency. The main objective of this toll road development is to develop areas in western Bali, primarily reducing traffic volume and increasing the efficiency of traffic flows from Gilimanuk Port to Metropolitan Sarbagita (Denpasar, Badung, Gianyar, Tabanan).
A project feasibility study is a study to assess the project to be undertaken. The meaning of assessment here is to provide recommendations whether the project in question is feasible or should be postponed first. In conducting a feasibility study, it will certainly involve various aspects to decide the feasibility of a project. Economic and financial aspects are aspects that need to be considered in the implementation of a project feasibility study. With the implementation of this study, it is possible to obtain the amount of savings from BOK (Vehicle Operating Costs) and the time value when this toll road is operated, so that later it will be known whether the construction of this toll road is feasible in terms of economically and financially.
From the results of the economic feasibility analysis, the BCR value is 2.32 (BCR>1), the NPV is Rp. 24,227,067,710,657.20 (NPV>0), and the IRR is 11.97% (IRR>Interest rate). While the financial feasibility analysis obtained a BCR value of 1.18 (BCR>1), an NPV of Rp3,344,797,279,603.31, an IRR of 5.59% (IRR>Interest rate), and a Payback Period in the 32nd year of the 2nd month after the toll road was operated. Based on this analysis, it can be concluded that the Mengwi-Gilimanuk Toll Road is feasible from an economic and financial perspective.
