Abstract

Salah satu permasalahan transportasi di Kota Surabaya adalah tingginya jumlah perjalanan dengan kendaraan pribadi dibanding kendaraan umum. Jumlah kendaraan bermotor meningkat hingga 9 juta unit dari tahun 2017 hingga tahun 2018. Untuk mengatasi masalah tersebut, salah satu strategi dalam RPJMD Kota Surabaya Tahun 2016-2021 adalah pembangunan dan pengembangan prasarana perpindahan moda/Park and Ride (PnR). PnR Mayjen Sungkono diselenggarakan untuk mengatasi parkir on-street dan kemacetan di Jalan Mayjen Sungkono.
Dalam penyelenggaraannya, penggunaan PnR Mayjen Sungkono masih belum optimal. Hal tersebut dapat dilihat dari tingginya pengguna kendaraan pribadi (97,9%) dibandingkan dengan pengguna kendaraan umum (1%) di Jalan Mayjen Sungkono. Selain itu, terdapat penyalagunaan fasilitas parkir di PnR Mayjen Sungkono yang menyebabkan rendahnya peralihan moda ke Suroboyo Bus. Melihat masalah terebut, perlu dilakukan sebuah evaluasi. Dalam mengevaluasi PnR Mayjen Sungkono, dilakukan analisis untuk menentukan kriteria fasilitas PnR menggunakan Metode Delphi. Selain itu, dilakukan analisis karakteristik PnR berdasarkan empat indikator. Indikator pertama adalah karakteristik permintaan PnR yang menggunakan analisis Statistika Deskriptif, indikator kedua adalah lokasi PnR dengan menggunakan Network Analysis, Indeks Alfa, dan Mixed Used Entropy Index. Adapun indikator ketiga dan keempat adalah atribut fasilitas dan sistem angkutan umum yang dilayani PnR yang dianalisis menggunakan Skala Likert. Kemudian, dilanjutkan dengan mengevaluasi karakteristik PnR menggunakan Analisis Skoring sehingga diperoleh nilai kesesuaian PnR Mayjen Sungkono berdasarkan kriteria fasilitas perpindahan moda.
Hasil evaluasi menunjukkan bahwa PnR Mayjen Sungkono sesuai pada kriteria fasilitas perpindahan moda berdasarkan karakteristik permintaan yang dilayani dari sisi usia dan maksud perjalanan; jarak PnR dengan CBD; jarak PnR dengan permukiman; aktivitas penggunaan lahan disekitar PnR, kecukupan area parkir; fasilitas pendukung PnR; tarif parkir; metode pembayaran parkir; dan jaminan keamanan. Adapun kriteria pada tingkat kesesuaian cukup antara lain karakteristik permintaan yang dilayani dari sisi jenis kelamin, tingkat pendidikan, dan jenis pekerjaan; keandalan transit; waktu perjalanan sistem transit; frekuensi pelayanan bus; dan metode pembayaran transit. Fasilitas PnR Mayjen Sungkono kurang sesuai pada tiga kriteria yaitu kemudahan dalam menjangkau PnR (aksesibilitas); karakteristik permintaan yang dilayani dari sisi tingkat pendapatan dan tujuan perjalanan. Berdasarkan hasil studi ini, maka dapat dipertimbangkan upaya optimalisasi PnR Mayjen Sungkono sebagai fasilitas perpindahan moda dari aspek permintaan, aksesibilitas PnR, serta sistem angkutan umum yang melayaninya.

One of the existing transportation problems in Surabaya is the high number of trips using private transportation compared to public transportation. The number of motorized vehicles increased by 9 million units from 2017 to 2018. To solve this problem, one of the strategies in RPJMD of Surabaya in 2016-2021 is the construction and development of Park and Ride (PnR) infrastructure. PnR Mayjen Sungkono is exercised to overcome on-street parking and congestion on Mayjen Sungkono Street. In its implementation, PnR Mayjen Sungkono is still not optimal as shown by the high number of private transportation users (97.9%) compared to public transportion users (1%) on Mayjen Sungkono Street. In addition, there is a misuse of parking facilities at PnR Mayjen Sungkono which causeslow mode shifting to Suroboyo Bus. Based on these problems, it is necessary to conduct an evaluation.
In evaluating PnR Mayjen Sungkono, an analysis was performed to determine the criteria for PnR facilities using the Delphi method. In addition, an analysis of PnR characteristics was carried out based on four indicators. The first indicator was PnR demand characteristics performed using Descriptive Statistics analysis. The second indicator was PnR location analyzed using Network Analysis, Alpha Index, and Mixed Used Entropy Index. The third and fourth indicators were the attributes of facilities and public transportation systems provided by by PnR, analyzed using Likert Scale. Then, it was proceeded by evaluating PnR characteristics using Scoring Analysis in order to obtain PnR Mayjen Sungkono suitability value based on the criteria for mode shifting facilities.
The evaluation results revealed that PnR Mayjen Sungkono is in suitable category for the criteria of mode shifting facilities based on the characteristics of demand served in terms of age and purpose of trips; PnR distance with CBD; Pnr distance with and settlements; land use activities around PnR, adequacy of parking areas; PnR supporting facilities; parking rates; parking payment methods; and security guarantees. The results also revealed several criteria in adequate category based on the characteristics of demand served in terms of gender, education level, and type of work; transit reliability; transit system travel time; bus service frequency; and transit payment methods. PnR Mayjen Sungkono is fairly unsuitable for three criteria, namely the ease of reaching PnR (accessibility); characteristics of demand served in terms of income level and travel destination. Based on the results of this research, optimization of PnR Mayjen Sungkono as a mode shifting facility can be taken into consideration from the aspect of demand, PnR accessibility, and public transportation system that serves it.
