Abstract

Pembangunan infrastruktur terus dikembangkan, salah satunya adalah infrastruktur perumahan untuk masyarakat berpenghasilan rendah. Salah satu skema yang digunakan adalah KPBU yaitu kerjasama pemerintah dengan badan usaha untuk membiayai infrastruktur tersebut. Pada pelaksanaannya, banyak terdapat risiko finansial berupa ketidakpastian akan penjualan unit ataupun keterlambatan yang diakibatkan pihak yang terlibat. Skema umum yang biasanya diterapkan dalam KPBU perumahan berupa pemerintah menyediakan lahan untuk pembangunan proyek sedangkan badan usaha yang membiayai, membangun, dan menjalankan proyek tersebut. Cost recovery badan usaha dari pemerintah dapat berupa subsidi pada investasi atau subsidi pada operasional. Pemberian insentif yang berlebih oleh pemerintah pada setiap skema yang digunakan akan merugikan pemerintah, namun apabila insentif tersebut kurang dapat menurunkan minat badan usaha.
Game Theory (GT) sebagai metode win-win solution diterapkan pada alokasi risiko dengan pay-off berupa Net Present Value (NPV). Pay-off akan disusun melalui perhitungan arus kas yang berasal dari biaya awal, pendapatan, pengeluaran dan tingkat pengembalian yang didapatkan dari pemerintah dan badan usaha. Pada bantuan investasi didapat strategi yang direncanakan oleh pemerintah berupa pemberian sebagian dana bantuan konstruksi atau tidak ditambah opsi jaminan yang ditawarkan dan unit subsidi maksimum yang dapat diajukan oleh badan usaha terhadap unit huni yang didapat dari analisa sensitifitas terhadap unit subsidi dalam skema pemerintah yang ditawarkan. Pada bantuan operasional didapat strategi berupa bantuan operasional pada listrik, air, dan retribusi limbah oleh pemerintah dan unit subsidi maksimum yang dapat diajukan badan usaha. Pemberian bantuan operasional menjadi pilihan terbaik yang dapat diambil oleh pemerintah, dengan strategi berupa bantuan operasional sebesar 1% dan jumlah unit subsidi yang diinginkan badan usaha sebesar 32% dari total unit huni

Infrastructure development in Indonesia has growth rapidly. One of infrastructures is public housing for low-income communities. In order to support project financing, Public Private Partnership (PPP), , which is a collaboration between the government and private housing developers to finance the infrastructure, has been applied. In PPP on public housing context, there are many financial risks related to financial, such as unit sales. The general scheme that is usually applied in housing PPPs is in the form of the government providing land for project development while the private housing developer finances, builds, and runs the project. Cost recovery of private housing developers from the government can be in the form of subsidies on investment or subsidies on operations. Giving excessive incentives by the government for each scheme used will be detrimental to the government, but if these incentives are lacking, it can reduce the interest of private housing developers.
Game Theory (GT) as a win-win solution method for risk allocation with a pay-off in the form of Net Present Value (NPV). Pay-off will be prepared through the calculation of cash flows derived from initial costs, revenues, expenses and rates of return obtained from the government and private housing developers. Related to initial investment, the strategy planned by the government was providing part of the construction assistance fund or not plus the guarantee option offered and the maximum subsidy unit that can be proposed by the private housing developer to the residential unit which was obtained from the sensitivity analysis of the subsidy unit in the government scheme offered. In operation, strategies were obtained in the form of operational assistance on electricity, water, and waste retribution by the government and the maximum subsidy unit that can be submitted by private housing developers. Providing public housing operation assistance is the best option that can be taken by the government, with a strategy in the form of operational assistance of 1% and the number of subsidized units desired by business entities of 32% of the total occupancy units.
