Abstract

Meningkatnya jumlah populasi manusia menyebabkan semakin bertambahnya limbah medis yang dihasilkan oleh fasilitas kesehatan. Pada umumnya, apabila pengolahan limbah dilakukan oleh jasa pengolahan limbah, maka kendaraan pengangkut limbah akan mengunjungi fasilitas kesehatan secara periodik. Untuk meminimalisir biaya, fasilitas kesehatan cenderung lebih menginginkan frekuensi kunjungan yang sedikit yaitu saat level inventori limbah medis mencapai kapasitas maksimumnya, atau apabila terdapat kantung limbah medis yang berusia maksimum dari yang diperbolehkan. Hal ini dapat menimbulkan beberapa masalah bagi jasa pengolahan limbah, seperti overcapacity dan keterlambatan pengangkutan akibat terbatasnya jumlah kendaraan pengangkut limbah yang tersedia. Selain itu, preferensi tersebut dapat menyebabkan biaya yang tinggi akibat kapasitas kendaraan tidak terutilisasi secara optimal. Pada penelitian ini, kami mengintegrasikan konsep Vendor-Managed Inventory (VMI) ke dalam model inventory routing untuk mengoptimalkan penjadwalan dan rute kendaraan pengangkut limbah medis. Dimana jasa pengolahan limbah memiliki fleksibilitas dalam menentukan jadwal kunjungan ke tiap fasilitas kesehatan dan jumlah kantung limbah medis yang diangkut. Meski demikian, jadwal yang dibuat tidak boleh menimbulkan masalah overcapacity atau pelanggaran terkait dengan batas maksimum usia limbah yang disimpan di tiap inventori fasilitas kesehatan. Objektif dari model matematis yang dikembangkan adalah untuk meminimalkan total biaya transportasi.

The growth of human population results more and more medical waste generated by healthcare activities. Typically, if the disposal of the medical waste is done by a medical waste disposal company, a medical waste vehicle visits the healthcare to collect the waste periodically. To minimize the cost, healthcare facilities tend to prefer a low frequency of visits, i.e., until the inventory level reaches the maximum of its capacity, or the age of the waste is at nearly maximum allowance. If some of all healthcare facilities request a visit at a same time, this preference could make some problems for the medical waste disposal company, such as overcapacity or delayed visits to other healthcare facilities because of limited number of available vehicles. In this research, we integrate Vendor-Managed Inventory (VMI) concept into an inventory routing model to make an optimized medical waste vehicle schedules and routes, whereas the medical waste disposal company has flexibilities to decide the visit schedule and the number of medical waste bags to be carried, as long there is no overcapacity problem and no medical waste aged more than allowed in all healthcare facilities. The objective of the mathematical model is to minimize the total transportation cost.
