Abstract

Indonesia merupakan salah satu produsen utama produk-produk pertanian di dunia. Sektor pertanian dengan kontribusi terhadap Produk Domestik Bruto yang terus meningkat selama 4 dekade terakhir. Konsumsi masyarakat Indonesia yang terus meningkat dari tahun ke tahun, yang menandakan sektor pertanian memiliki potensi sangat besar saat ini dan pada masa yang akan datang. PT Agro Muda Berkarya merupakan salah satu perusahaan yang bergerak dalam sektor pertanian, melakukan kegiatan produksi serta trading komoditas pertanian. Didalam sektor yang memiliki potensi dan sedang berkembang, serta persaingan yang ketat di sektor pertanian, PT Agro Muda Berkarya perlu memiliki competitive advantage. Namun, dalam menjalankan proses bisnisnya PT Agro Muda Berkarya belum memiliki strategi serta target yang terdefinisi secara konkret. Target yang ada pada PT Agro Muda Berkarya hanya terdefinisi dalam angka finansial. Pendefinisian rencana yang hanya dalam bentuk angka finansial menyebabkan strategi-strategi yang diambil tidak terencana dan tidak terukur dengan baik. PT Agro Muda Berkarya memerlukan perancangan strategi secara komprehensif dan sistem pengukuran kinerja yang dapat mencakup seluruh aspek di dalam perusahaan. Perancangan strategi membantu perusahaan untuk mengkomunikasikan strategi sesuai dengan kondisi internal dan eksternal perusahaan, serta sistem pengukuran kinerja yang baik untuk mendefinisikan strategi dalam ukuran dan target yang jelas. Hal-hal ini dapat menjadi dasar dan bahan untuk evaluasi kedepan di PT Agro Muda Berkarya. Penelitian ini bertujuan untuk merancang strategi dan sistem pengukuran kinerja dengan metode balanced scorecard. Dilakukan perancangan strategi dengan menganalisis kondisi internal dan eksternal PT Agro Muda Berkarya, lalu dilakukan pemilihan strategi dengan bantuan SPACE Matrix, setelah pemilihan sasaran strategis dilakukan pula penyusunan indikator pengukuran kinerja untuk PT Agro Muda Berkarya. Setelah itu dilakukan penyusunan hierarki berdasarkan 4 perspektif balanced scorecard, dan penyusunan peta strategi. Dilanjutkan dengan penyelerasan ke departemen operasional, sebagai departemen dengan peran yang paling krusial dalam perusahaan. Penyelarasan dilakukan dengan penyusunan sasaran strategis departemen, indikator pengukuran kinerja departemen, penyusunan hierarki berdasarkan 4 perspektif balance scorecard, dan penyusunan peta strategi departemen. Lalu tahap akhir, dilakukan pembobotan masing-masing 4 perspektif balanced scorecard, sasaran strategis, hingga KPI. Penyusunan hierarki berdasarkan 4 perspektif balanced scorecard dan pembobotan dilakukan dengan metode AHP. ================================================================================================ Indonesia is one of the main producers of agriculture products in the world. The Indonesian agricultural sector’s contribution to the Indonesian Gross Domestic Product (GDP) continuously increasing over the last 4 decades. In addition to that, Indonesian people consumptions also continuously increasing year to year, which indicates that the agricultural sector has an enormous potential in today time and in the future. PT Agro Muda Berkarya is one of the company engaged in the production and trade agricultural commodities. In agricultural sector, which is promising and currently growing, as well as an intense competition in the sector, PT Agro Muda Berkarya does not have a concrete strategy and target. The target only defined in financial figures. Defining the plans only in financial figures could causes several critical problem, started from unplanned strategies that are not-well measured until wrong decision making process. PT Agro Muda Berkarya needs a comprehensive design of strategy and performance measurement system that could cover all of the aspects of the company. Designing strategy helps the company to communicate the strategy well based on the internal and external conditions of the company, as well as good performance measurement system that could help to define the strategy in a more clear sizes and targets both from financial and non-financial aspect. These subjects could be the basis for future evaluation of PT Agro Muda Berkarya. This study aims to design a strategy and performance measurement system using Balanced Scorecard. The strategy carried out by first analyzing the internal and external condition of PT Agro Muda Berkarya, then using the SPACE Matrix to select the strategy by matching the internal and external condition. After selecting the strategic objective, conducted the Key Performance Indicator for each strategic objective, and then a hierarchy arrangement is carried out based on 4 Balanced Scorecard perspective. Using the input from the previous stage, a strategic map will be formulated. In addition to that, it will also conducted an alignment to performance measurement system for operational department, as the most crucial department in the company. The alignment is done by creating strategic objective, key performance indicator, hierarchy arrangement based on 4 Balanced Scorecard perspective and also a stratey map for operational department. Using Analytical Hierarchy Process (AHP), a weighting process will be conducted for each 4 perspective, strategic objective, and Key Performance Indicator, which has been arranged previously in a hierarchy.
