Abstract
Tender adalah kegiatan yang bertujuan untuk menyeleksi, mendapatkan, menetapkan dan menunjuk perusahaan yang paling layak untuk mengerjakan suatu paket pekerjaan. Pemilihan penyedia untuk pekerjaan konsultansi dilakukan melalui lelang elektronik (e-Procurement). Dalam mengikuti proses e-procurement terdapat berbagai penyebab kegagalan yang dilakukan oleh penyedia jasa. Faktor-faktor penyebab kegagalan yang diteliti berdasarkan kombinasi beberapa literatur dan hasil penelitian terdahulu meliputi tiga faktor yaitu: Manajemen dan Perencanaan, Kebijakan dan Regulasi, Standar Teknologi.
Untuk mengetahui penyebab kegagalan dalam proses e-procurement, maka perlu dilakukan analisa terhadap faktor-faktor yang dapat mempengaruhi terjadinya kegagalan tersebut. Metode analisis yang digunakan pada penelitian ini, yaitu Partial least square. Pada penelitian ini menggunakan data primer yang didapatkan dari expert judgement melalui distribusi kuesioner kepada pihak manajer proyek, manajer pengadaan atau pelaksana dari konsultan yang pernah atau sedang mengikuti proses kegiatan e-procurement di Kementerian ATR/BPN Kanwil Jawa Timur, serta dari studi literatur terdahulu. Tujuan dari penelitian ini adalah untuk mengetahui dan menemukan faktor-faktor yang paling besar mempengaruhi kegagalan penyedia jasa konsultan dalam e-procurement. Berdasarkan hasil penelitian, implementasi perencanaan dan manajemen menjadi faktor paling besar pengaruhnya terhadap kegalalan lelang (e-procurement) yaitu sebesar 49.6%. Sedangkan faktor standar teknologi berpengaruh sebesar 36.5% terhadap kegagalan lelang, serta faktor kebijakan dan regulasi tidak terbukti berpengaruh signifikan terhadap kegagalan lelang di kementerian ATR/BPN Kanwil Jawa Timur.

The providers selection for consultans works is carried out through electronic procurement (E-Procurement). To discover the consultant service providers failure and factors which influenced the failures in the e-procurement is important. The failure factors used based on literature review are planning and management, policy and regulations and technology standard. Partial Least Square (PLS) is analytical method for model fit assessment between the failure factors which is suitable for this research. The primary data is obtained by distributing questionnaires to consultans who have been participating in the e-procurement process at the Ministry of ATR/BPN Regional Office of East Java. The purpose of this study are to discover and find the most dominant factors that influence the failure of consultant service providers in e-procurement. Based on the results of the research, the implementation of planning and management is the factor that has the highest influence on the failure of the auction (e-procurement), which is 49.6%. It means that the worse planning and management value, the more inefficient failure of the auction in e-procurement will be. While the technology standard has an effect of 36.5% on auction failure, and policy and regulations factors are not proven to have a significant effect on auction failure at the Ministry of ATR/BPN East Java Regional Office.
