Abstract

Sektor Industri memiliki peranan yang besar dalam memenuhi kebutuhan pokok manusia dan salah satu bidang yang cukup berperan untuk memenuhi kebutuhan energi manusia adalah industri minyak dan gas. Kegiatan pada industri minyak dan gas termasuk ke dalam kategori kegiatan dengan tingkat potensi bahaya dan resiko yang tergolong tinggi. Aktivitas yang terjadi dalam proses produksi pada sektor hilir migas mampu menyebabkan kecelekaan yang cukup fatal dan mampu membahayakan setiap orang yang bekerja dan berada di dalam industri-industri tersebut. Penelitian ini dilakukan untuk memberikan rekomendasi terhadap perhitungan Safety Integrity Level (SIL) menggunakan teknik analisa HAZOP dan LOPA untuk memberikan keselamatan kerja pada Debutanizer Unit PT. X Refinery Unit. Untuk meningkatkan keakuratan dari penilaian terhadap risiko dan bahaya pada plant ini, hasil dari LOPA diintegrasikan menggunakan metode Fuzzy-Layer of Protection Analysis (FLOPA) menggunakan model fuzzy logic untuk mendapatkan nilai SIL, economic impact dan decision impact. Hasil perhitungan nilai SIL dari LOPA maupun FLOPA dibandingkan dan dianalisa.

The industrial sector pl a major role in fulfilling basic human needs and one of the fields that is sufficiently important to fulfill human energy needs is the oil and gas industry. Activities in the oil and gas industry are included in the category of activities with a high level of potential danger and risk. Several activities that occur in the production process in the downstream oil and gas sector can cause fatal accidents and can endanger everyone who works and is in the industry. This research was conducted to provide recommendations based on calculation of the Safety Integrity Level (SIL) using the HAZOP and LOPA analysis techniques to provide work safety for the Debutanizer Unit PT. X Refinery Unit. To improve the accuracy of the risk and hazard assessment of this plant, the results of the LOPA are integrated using the Fuzzy Layer of Protection Analysis (FLOPA) method using a fuzzy logic model to obtain SIL, economic impacts value and decision impacts value. The results of the calculation of SIL values from LOPA and FLOPA are compared and analyzed.
