Abstract

Pemenuhan kebutuhan pupuk dalam negeri hanya hanya mampu menopang 50% - 60% untuk ketahanan pangan nasional sehingga didukung dengan cara impor. Selain itu muncul permasalahan adanya stockout dan overstock bahan baku pupuk. Hal tersebut memberikan efek cambuk (bullwhip effect) terhadap konsumen dan juga berakibat pada pembengkakan biaya persediaan dan penyimpanan. Sehingga, perlu adanya penyelesaiaan pada permasalahan pengelolaan dan penanganan stok bahan baku dengan menerapkan skema Vendor Managed Inventory (VMI), dimana vendor bertanggung jawab atas moda transportasi pengiriman, fasilitas penyimpanan dan ketersediaan stok. Studi ini bertujuan untuk menganalisis dampak penerapan VMI yang ditinjau dari aspek Transportasi Laut. Metode yang digunakan dalam studi ini yaitu metode simulasi stokastik dan regresi linier berganda. Hasil studi yang diperoleh adalah distribusi data stok Phospat Rock yang digunakan pada simulasi stokastik adalah Beta dengan persamaan 45.500+254.000*BETA(0,817; 0,871). Hasil simulasi menunjukan kebutuhan penambahan volume storage sebesar 205.000 ton sebanya 3 unit untuk menampung volume excess terbesar (546.240 ton). Hasil perhitungan Model VMI menunjukkan bahwa penerapan skema VMI memberikan penghematan (Saving Cost VMI) sebesar 23% atau Rp191.028.943.822/tahun. Tetapi, akibat penerapan VMI pada kapal retailer yang berakibat pada tidak beroperasinya kapal yang memberikan beban biaya 3 unit kapal sebesar Rp197.576.624.866/tahun, angka tersebut lebih besar dari Saving Cost VMI sehigga diperlukan pemanfaatan kapal. Pada Skenario 1, kapal disewakan untuk angkut KCL dengan rute Gresik – Lampung - Medan didapatkan total biaya charter sebesar Rp993.100.831.890 (saving 12,1%) (time charter) dan Rp2.479.383.114.887 (saving 10,2%) (voyage charter). Skenario 2, kapal dimanfaatkan untuk mengangkut Sulphur impor dari Qatar, Ruwais, dan Jordan dengan total biaya sebesar Rp6.543.578.738.452 (saving 26%). Skenario 3, memperhitungan dampak pengadaan kapal akibat kapal yang dijual pada tahun ke-1 dengan total biaya pengadaan 3 unit kapal di tahun ke-10 mencapai Rp1.338.314.277.449 (saving 9,07%).

The fulfillment of domestic fertilizer needs is only able to sustain 50% - 60% for national food security so that it is supported by importing. In addition, there is a problem of stockout and overstock of fertilizer raw materials. This gives a bullwhip effect to consumers and also results in overrunning of inventory and storage costs. Thus, there needs to be a settlement on the problem of managing and handling raw material stock by implementing the Vendor Managed Inventory (VMI) scheme, where the vendor is responsible for the mode of transportation of delivery, storage facilities and stock availability. This study aims to analyze the impact of VMI implementation reviewed from the aspect of Sea Transportation. The methods used in this study are stochastic simulation methods and multiple linear regressions. The result of the study obtained is the distribution of Phospat Rock stock data used in stochastic simulations is Beta with equations 45,500 +254,000*BETA (0.817; 0.871). The simulation results showed the need to increase storage volume by 205,000 tons to 3 units to accommodate the largest excess volume (546,240 tons). The calculation of the VMI Model shows that the implementation of the VMI scheme provides savings (Saving Cost VMI) of 23% or Rp191,028,943,822 / year. However, due to the application of VMI on retailer ships that result in the inoperation of ships that provide a cost burden of 3 units of ships amounting to Rp197,576,624,866 / year, the figure is greater than the Saving Cost of VMI as long as the use of ships is required. In Scenario 1, the ship was rented for KCL transport by Gresik – Lampung - Medan route obtained a total charter cost of Rp993,100,831,890 (saving 12.1%) (time charter) and Rp2,479,383,114,887 (saving 10.2%) (voyage charter). Scenario 2, ships are used to transport imported Sulphur from Qatar, Ruwais, and Jordan at a total cost of Rp6,543,578,738,452 (saving 26%). Scenario 3, considering the impact of ship procurement due to ships sold in the 1st year with a total procurement cost of 3 units of ships in the 10th year reached Rp1,338,314,277,449 (saving 9.07%).
