Abstract

Terminal penumpang merupakan salah satu aspek paling penting dalam sistem kebandarudaraan, karena pada umumnya terminal merupakan penghubung utama akses penumpang terhadap moda transportasi udara, yaitu pesawat. Di dalam terminal juga terjadi banyak kegiatan maupun proses yang berkaitan dengan perjalanan udara, dimulai dengan pembelian tiket saat keberangkatan, hingga klaim bagasi saat kedatangan. Tercatat di situs online Badan Pusat Statistik, jumlah penumpang pada Bandar Udara Juanda mengalami penurunan yang signifikan dalam masa pandemi COVID-19 ini. Oleh sebab itu, COVID-19 yang muncul pada akhir tahun 2019 lalu sangat mempengaruhi kegiatan operasional dalam terminal, khususnya pada Terminal 1 Bandar Udara Juanda.
Studi Tugas Akhir ini menganalisa jumlah penumpang peak hour setelah New Normal, perubahan pergerakan penumpang setelah diberlakukannya protokol kesehatan, yaitu adanya fasilitas tes bebas COVID-19 di area bandara, validasi tes bebas COVID-19, adanya penggunaan HAC, serta menganalisa kecukupan luas dan fasilitas yang ada pada T1 Juanda guna mengetahui jumlah penumpang pada jam puncak yang masih dapat diakomodir dengan tetap melaksanakan protokol kesehatan yaitu social distancing, dan juga mendapatkan cara untuk mengatasi penumpukan penumpang di titik-titik tertentu dalam terminal.
Dari perhitungan yang dilakukan dalam Tugas Akhir ini, didapatkan jumlah penumpang pada masa pandemi ini mengalami penurunan sebesar 228% dengan jumlah penumpang jam puncak keberangkatan sebesar 1607 penumpang, dan penumpang jam puncak kedatangan sebesar 1991 penumpang. Kemudian, untuk mengatasi titik-titik antrian baru yang muncul di area Terminal 1 Bandar Udara Juanda, direncanakan penambahan meja dan/atau petugas validasi di area validasi surat tes bebas COVID-19 yang berlokasi di hall kedatangan, dan area validasi HAC yang berlokasi di area baggage claim sebanyak 2 kali lipat, yaitu masing-masing 10 meja dan 8 meja. Selain itu, juga direncanakan penggantian perangkat x-ray menjadi sistem Automated Tray Return System untuk mengatasi penumpukan penumpang di area security check point 1.

Passenger terminal is one of the most important aspects in the airport system, because in general, the terminal is the main link of passenger access to air transportation modes, namely aircraft. There are also many activities and processes related to air travel, starting with the purchase of tickets upon departure, to baggage claims upon arrival. Recorded on the online website of the Central Bureau of Statistics, the number of passengers at Juanda Airport experienced a significant decrease during the COVID-19 pandemic. Therefore, COVID-19 that appeared at the end of 2019 greatly affected operational activities in the terminal, especially in Terminal 1 of Juanda Airport.
This Final Project analyzes the number of peak hour passengers after New Normal, changes in passenger movement after the implementation of health protocols, specifically the existence of COVID-19 free test facilities in the airport area, validation of COVID-19 free tests, the use of HAC, and analyzing the adequacy of the area and facilities in T1 Juanda to find out the number of passengers at peak hours that can still be accommodated by continuing to implement health protocols, namely social distancing, and also obtaining ways to cope with the buildup of passengers at certain points in the terminal.
From the calculations made in this Final Project, the number of passengers during the pandemic is decreased by 228% with the number of passengers at the peak departure time of 1607 passengers, and the peak arrival time passengers by 1991 passengers. Then, to overcome the new queueing points that appear in the Terminal 1 area of Juanda Airport, it is planned to add a table and/or validation officer in the validation area of the COVID-19 free test letter located in the arrival hall, and the HAC validation area located in the baggage claim area as much as 2 times, namely 10 tables and 8 tables each. In addition, it is also planned to change the x-ray device into an Automated Tray Return System to overcome the buildup of passengers in the security check point 1 area.
