Abstract

Pada tahun 2020, WHO (World Health Organization) mengumumkan bahwa virus Covid-19 telah menjadi pandemi global dan kasus Covid-19 selalu meningkat hingga saat ini. Banyak aspek yang terdampak oleh pandemi ini, mulai dari ekonomi, pendidikan, dan bahkan yang paling parah adalah kesehatan. Maka dari itu, puskesmas sebagai fasilitas pelayanan kesehatan yang paling dekat dengan masyarakat, mendapatkan peran, tanggungjawab, dan tugas penting dalam menangani pandemi Covid-19 di Indonesia, yaitu melakukan penanggulangan pandemi Covid-19 sesuai dengan Pedoman Pencegahan dan Pengendalian Coronavirus Disease (Covid-19) dan sebagai pelaksana vaksinasi dalam rangka mencegah penyebaran Covid-19 sesuai dengan Petunjuk Teknis Pelaksanaan Vaksinasi dalam Rangka Penanggulangan Pandemi Coronavirus Disease 2019 (Covid-19). Hal ini tentu menyebabkan beban kerja yang dialami oleh tenaga kesehatan di puskesmas semakin tinggi. Namun di sisi lain, Puskesmas Tanggulangin saat ini sedang mengalami beberapa permasalahan SDM sehingga dibutuhkan suatu kebijakan manajemen sumber daya manusia dalam rangka mengurangi beban kerja yang dialami oleh tenaga kesehatan di Puskesmas Tanggulangin. Perancangan kebijakan manajemen SDM diawali dengan melakukan pengukuran beban kerja menggunakan metode NASA-TLX lalu menentukan faktor masalahnya sehingga perancangan usulan kebijakan manajemen SDM menggunakan metode AHP dapat dilakukan. Berdasarkan hasil pengukuran beban kerja, terdapat 22 orang tenaga kesehatan yang mengalami beban kerja dengan kategori “Sangat Tinggi”, 10 orang diantaranya berasal dari jabatan fungsional bidan dan 7 orang diantaranya berasal dari jabatan fungsional perawat. Setelah mengetahui faktor masalah yang terjadi pada kedua jabatan fungsional tersebut, maka didapatkan usulan kebijakan manajemen SDM yaitu pengajuan tambahan tenaga kerja ke Dinas Kesehatan. Usulan kebijakan manajemen SDM tersebut diharapkan mampu untuk mengurangi beban kerja yang terjadi dan mampu menjawab permasalahan SDM di Puskesmas Tanggulangin sehingga Puskesmas Tanggulangin mampu menjalankan peran, tanggungjawab, dan tugasnya dalam menangani pandemi Covid-19 di Indonesia.

Many aspect have been affected by this pandemic, starting from the economy, education, and even the most severe is health. Therefore, puskesmas as the health service facility closest to the people, has an important role, responsibility, and task in dealing with Covid-19 pandemic in Indonesia, such as deal with Covid-19 pandemic in accordance with the Pedoman Pencegahan dan Pengendalian Coronavirus Disease (Covid-19) and as the executor of vaccination in order to prevent the spread of Covid-19 in accordance with the Petunjuk Teknis Pelaksanaan Vaksinasi dalam Rangka Penanggulangan Pandemi Coronavirus Disease 2019 (Covid-19). This certainly causes the workload experienced by health workers at the puskesmas become higher. Unfortunately, Puskesmas Tanggulangin is currently experiencing several human resource problems, so a human resource management policy is needed in order to reduce the workload experienced by health workers at Puskesmas Tanggulangin. Designing human resource management policies begins with measuring workload using NASA-TLX method and then determining the problem factors so that the design of the proposed human resource management policy using the AHP method can be carried out. Based on the results of the workload measurement, there were 22 health workers who experienced “Very High” category of workload, 10 of them came from the midwife’s functional position and 7 of them came from the nurse’s functional position. After knowing the problem factors that occurred in the two functional positions, a proposed human resource management policy was obtained, and that is the submission of additional workers to Dinas Kesehatan. The proposed human resource management policy is expected to be able to reduce the workload that occurs and be able to solve the human resource problems at Puskesmas Tanggulangin so that Puskemas Tanggulangin is able to carry out its roles, responsibilities, and tasks in dealing with Covid-19 pandemic in Indonesia.
