Abstract

Masalah transportasi seringkali menjadi penyebab terhambatnya pengiriman muatan ekspor yang akan berdampak pada tingginya biaya pengiriman. Dalam hal ini, Indonesia melakukan suatu kerjasama untuk ekspor ikan tuna dengan Jepang dalam kerangka IJEPA (Indonesia - Japan Economic Partnership Agreement). Selain itu, Kementerian Kelautan dan Perikanan juga membangun Sentra Kelautan dan Perikanan Terpadu (SKPT) di pulau-pulau terluar yang bertujuan untuk memangkas mata rantai logistik yang saat ini terlalu panjang sehingga menghasilkan biaya pengiriman yang tinggi, waktu pengiriman yang lama, dan degradasi kualitas ikan. Pada tugas akhir ini dilakukan analisis mengenai perbandingan biaya, waktu, dan kualitas ikan sebelum adanya SKPT dan sesudah adanya SKPT. Dalam hal ini, diambil studi kasus pada SKPT Morotai karena memiliki produksi ikan tuna terbesar di Indonesia. Analisis perhitungan penelitian ini menggunakan metode komparasi. Penelitian ini memperhitungkan biaya logistik dari sektor pengiriman ikan dari daerah asal produksi menuju pelabuhan atau bandar udara, penanganan kemasan, serta pengiriman ekspor. Hasil analisis menunjukkan bahwasanya pembangunan SKPT Morotai dinilai layak serta efektif dan efisien karena mampu memangkas durasi pengiriman 15 hari lebih cepat, memangkas biaya pengiriman sebesar 53% lebih murah, serta menghasilkan keuntungan sebesar 63% atau Rp 425.902.698 per-TEU lebih besar dari sebelumnya dikarenakan harga jual yang masih tinggi seiring durasi pengiriman yang singkat dan kualitas yang mampu dijaga agar tetap baik dengan menggunakan petikemas berpendingin bersuhu -60℃. ================================================================================================ Transportation problems often cause the hampered shipments of export cargo that will impact the high cost of shipping. In this case, Indonesia conducts cooperation for tuna exports with Japan within the framework of IJEPA (Indonesia - Japan Economic Partnership Agreement). The Ministry of Marine Affairs and Fisheries also built an Integrated Marine and Fisheries Center (SKPT) on the outer islands to cut the logistics chain that is currently too long to result in high shipping costs, long shipping times, and degradation of fish quality. This final project compares the transport cost, time, and quality of fish before SKPT and after the SKPT. A case study was taken on SKPT Morotai because it has the largest tuna production in Indonesia. Analysis of the calculation of this study using comparative methods. This research considers the logistics costs of the fish shipping sector from the area of origin of production to ports or airports, packaging handling, and export shipments. The analysis shows that Morotai SKPT's construction is considered feasible, effective, and efficient because it can reduce the delivery duration to 15 days faster, shipping costs reduction by 53%, and profits generation of 63% or Rp 425,902,698 per TEU. The profit is more significant because of the high selling price and the short delivery duration and quality that can remain good by using refrigerated containers with a temperature of -60°C.
