Abstract

Bandar Udara Juanda Surabaya merupakan bandara tersibuk kedua di Indonesia setelah Bandar Udara Soekarno-Hatta Jakarta. Kesibukan ini disebabkan oleh pertumbuhan penduduk yang cukup tinggi setiap tahunnya, terutama di Kota Surabaya. Dengan bertumbuhnya jumlah penduduk tentu akan menyebabkan padatnya volume lalu lintas yang sekaligus dapat berdampak buruk terhadap konstruksi perkerasan. Untuk mencegah terjadinya kerusakan yang fatal pada konstruksi perkerasan tersebut, maka dibutuhkan pemeliharaan dan perbaikan yang sesuai dengan kerusakan yang terjadi. PCI (Pavement Condition Index) merupakan suatu metode untuk mengevaluasi kondisi perkerasan. Metode ini sangat praktis untuk menentukan proses pemeliharaan ataupun perbaikan terhadap suatu perkerasan dibandingkan metode-metode lainnya seperti IRI (International Roughness Index) atau SDI (Surface Distress Index). Penelitian ini bertujuan untuk menjaga kondisi perkerasan lentur dengan menentukan pemeliharaan dan perbaikan yang tepat terhadap kerusakan yang terjadi pada permukaan Runway Bandar Udara Juanda Surabaya. Dari hasil survei dan penelitian pada perkerasan Runway STA 1+740 – 3+000 Bandar Udara Juanda Surabaya didapatkan hasil kondisi sebagai berikut: Runway STA 1+740 – 3+000 bagian Utara Centerline memiliki nilai PCI sebesar 70 dengan rating FAIR, sedangkan Runway STA 1+740 – 3+000 bagian Selatan Centerline memiliki nilai PCI sebesar 75,31 dengan rating SATISFACTORY. Dari keseluruhan segmen yang ditinjau telah didapatkan nilai PCI terendah dengan rating VERY POOR sebesar 39 pada segmen 25 Runway arah Utara Centerline sedangkan nilai tertinggi dengan rating GOOD sebesar 98 pada segmen 20 pada Runway arah Selatan Centerline. Perbaikan perkerasan yang direkomendasikan yaitu dengan cara Chip Seal, Fog Seal, Patching, dan Ultra High Water Pressure dan rencana anggaran biaya dari keseluruhan perbaikan perkerasan sebesar Rp93.356.397 (Sembilan puluh tiga juta tiga ratus lima puluh enam ribu tiga ratus sembilan puluh tujuh rupiah). ====================================================================================================== Juanda Airport Surabaya is the second busiest airport in Indonesia after Soekarno-Hatta Airport Jakarta. This busyness is caused by a fairly high population growth every year, especially in the city of Surabaya. With the growing population, it will certainly lead into dense traffic volumes which could have a negative impact onto pavement construction. To prevent the fatal damage that can occurs into pavement construction, maintenance and repairs are needed. Pavement Condition Index is one of the method to analyse pavement condition. This method is very practical to determine the process of maintenance and repairment compared to other methods such as IRI (International Roughness Index) or SDI (Surface Distress Index). This study aims to maintain the condition of the flexible pavement by determining the proper maintenance and repairment of the damage that occurs on the surface of the Runway in Juanda Airport Surabaya. From the result of the survey and research on the pavement of Runway STA 1+740 – 3+000 Juanda Airport Surabaya, the following conditions were obtained: Runway STA 1+740 on the northern part of the Centerline has a PCI value 70 with a FAIR rating, while Runway STA 1+740 – 3+000 on the southern part of the Centerline has a PCI value 75,31 with a SATISFACTORY rating. From all the reviewed segments, the lowest PCI value with a VERY POOR rating of 39 is obtained on the 25th segment of the Northern Centerline of the Runway, while the highest value with a GOOD rating of 98 is on the 20th segment of the Southern Centerline of the Runway. The recommended pavement repairment programs are Chip Seal, Fog Seal, Patching, and Ultra High Water Pressure and the budget plan for the overall pavement repairment is Rp 93.356.397 (ninety three million three hundred fifty six thousand three hundred ninety seven rupiah).
