Abstract

Salah satu proyek ASEAN Connectivity yaitu pengoperasian kapal ro-ro Super Shuttle Roro 12 dengan rute Bitung-Davao/General Santos yang pertama kali berlayar pada 30 April 2017, tetapi setelah 5 bulan berhenti beroperasi. Hal ini disebabkan karena barang yang dihasilkan Sulawesi Utara dan Mindanao relatif sama. Wacana penambahan rute menjadi Bitung-Kendari-Ternate-Davao muncul agar kapal beroperasi karena muatan bertambah. Tugas Akhir ini bertujuan untuk menentukan jumlah komoditas yang dikirim, menentukan rute dan pola operasi yang akan dilayani oleh kapal, serta mengetahui biaya pengoperasian kapal. Kapal yang digunakan ada 10 kapal peti kemas, yaitu Bruarfoss beroperasi 69 kali/tahun, Toronto Express beroperasi 26 kali/tahun, Mol Proficiency beroperasi 19 kali/tahun, One Contribution beroperasi 15 kali/tahun, Cap San Artemissio beroperasi 14 kali/tahun, Essen Express beroperasi 12 kali/tahun, MSC Virgo beroperasi 11 kali/tahun, CMA CGM Vasco Da Gama beroperasi 7 kali/tahun, CSCL Pacific Ocean beroperasi 8 kali/tahun, serta Cosco Shipping Nebula beroperasi 8 kali/tahun. Rute Bitung-Ternate, Kendari-Bitung, Kendari-Ternate dan Kendari-Davao dilayani oleh 10 kapal tersebut. Rute Davao-Ternate dilayani oleh Cap San Artemissio, Essen Express, MSC Virgo, CSCL Pacific Ocean, dan Cosco Shipping Nebula. Berdarkan hasil optimasi, biaya total untuk melayani Pelabuhan Bitung Kendari, Ternate, dan Davao adalah 36.334.555.425.721 rupiah per tahun dengan muatan terangkut sebanyak 1.138.688 teus. Jumlah total muatan yang diperdagangkan antara Indonesia dan Filipina dari Pelabuhan Bitung sebanyak 5.793 teus dan Pelabuhan Davao sebanyak 15.327 teus. Berdasarkan hasil analisis sensitivitas, jumlah muatan dari Pelabuhan Kendari dan Ternate paling sedikit 79.708 teus agar kapal layak beroperasi. ================================================================================================ One of the ASEAN Connectivity projects is the operation of the Super Shuttle Roro 12 ship with the Bitung-Davao/General Santos route which first sailed on April 30 2017, but after 5 months it stopped operating. This is because the goods produced by North Sulawesi and Mindanao are relatively the same. The discourse of adding the route to Bitung-Kendari-Ternate-Davao arose so that ships could operate because of the increased cargo. This final project aims to determine the number of commodities sent, determine the route and pattern of operations that will be served by the ship, and determine the operating costs of the ship. The vessels used are 10 container ships, namely Bruarfoss operates 69 times/year, Toronto Express operates 26 times/year, Mol Proficiency operates 19 times/year, One Contribution operates 15 times/year, Cap San Artemissio operates 14 times/year, Essen Express operates 12 times/year, MSC Virgo operates 11 times/year, CMA CGM Vasco Da Gama operates 7 times/year, CSCL Pacific Ocean operates 8 times/year, and Cosco Shipping Nebula operates 8 times/year. The 10 ships served the Bitung-Ternate, Kendari-Bitung, Kendari-Ternate and Kendari-Davao routes. The Davao-Ternate route is served by Cap San Artemissio, Essen Express, MSC Virgo, CSCL Pacific Ocean, and Cosco Shipping Nebula. Based on the optimization results, the total cost to serve Bitung Kendari Port, Ternate, Davao is 36,334,555,425,721 rupiahs per year with a transported cargo of 1,138,688 TEUs. The total amount of cargo traded between Indonesia and the Philippines from Bitung Port is 5,793 TEUs and Davao Port is 15,327 TEUs. Based on the results of the sensitivity analysis, the total cargo from Kendari and Ternate ports is at least 79,708 TEUs so that the ship is fit to operate.
