Abstract

Universitas Pembangunan Nasional “Veteran” Jawa Timur atau yang biasa disingkat UPNVJ merupakan kampus negeri yang berlokasi di Surabaya, Jawa Timur. Setiap tahunnya universitas ini mengalami peningkatan jumlah mahasiswa dikarenakan adanya pembukaan program studi baru atau peningkatan jumlah mahasiswa yang diterima per program studi. Hal ini membuat pihak kampus berinisiatif untuk membangun gedung-gedung baru, salah satunya gedung Kuliah Bersama dan Laboratorium Fakultas Ekonomi dan Bisnis (FEB) yang terdiri dari 9 lantai. Gedung tersebut dibangun dalam kurun waktu 14 bulan dan dimulai dari tahun 2020. Akan tetapi, pada gedung tersebut belum terdapat fasilitas perpustakaan yang menjadi penunjang pembelajaran akademik. Oleh karena itu, untuk menunjang proses pembelajaran, diperlukan pembangunan perpustakaan dengan melakukan penambahan 1 lantai menjadi 10 lantai. Penambahan lantai dipilih dikarenakan ruangan-ruangan yang sudah ada sebelumnya telah memiliki fungsi masing-masing sehingga tidak memungkinkan untuk dilakukan perubahan fungsi ruangan.
Sebelum melakukan proses penambahan lantai, gedung eksisting harus dilakukan evaluasi untuk melihat kekuatan struktur bangunan. Hasil evaluasi tersebut kemudian dikontrol dengan syarat kelayakan struktur, apakah dari hasil evaluasi tersebut memenuhi syarat kelayakan berdasarkan fungsi bangunannya atau tidak. Evaluasi kekuatan struktur itu sendiri terdiri dari dari evaluasi sistem struktur (global) berdasarkan syarat kontrol dinamis gempa dan evaluasi komponen elemen struktur (lokal) berdasarkan syarat kapasitas penampang elemen struktur. Selain evaluasi kekuatan struktur berdasarkan penambahan beban lantai tambahan, pada Gedung Kuliah Bersama FEB UPN “Veteran” Jawa Timur juga diperlukan evaluasi struktur bangunan berdasarkan peraturan terbaru. Hal ini dikarenakan gedung tersebut dibangun mengacu pada peraturan lama yaitu SNI 2847 2013 tentang Persyaratan Beton Struktural Untuk Bangunan Gedung, SNI 1727 2013 tentang Beban Minimum Untuk Perancangan Bangunan Gedung dan Struktur Lain, serta SNI 1726 2012 tentang Tata Cara Perencanaan Ketahanan Gempa Untuk Struktur Bangunan Gedung dan Non Gedung. Dalam studi ini, penulis merencanakan perkuatan sistem struktur menggunakan bresing baja konsentris jika sistem struktur tidak memenuhi persyaratan berdasarkan hasil analisa struktur kontrol dinamis gempa sedangkan perkuatan elemen struktur menggunakan Carbon Fiber Reinforced Polymer (CFRP) dan concrete jacketing. Alasan dipilihnya menggunakan bresing baja dikarenakan bresing baja merupakan metode perkuatan sistem struktur yang baik seperti kaku, terbukti dapat menahan beban lateral dari gempa, daktail dan beratnya yang ringan sehingga tidak berpengaruh signifikan terhadap berat seismik bangunan itu sendiri. Sedangkan metode perkuatan elemen menggunakan CFRP dipilih dikarenakan memiliki nilai kuat tarik dan modulus elastisitas yang tinggi, pelaksanaan pekerjaan yang mudah, serta tidak mengganggu operasinya bangunan dan untuk metode perkuatan menggunakan concrete jacketing dipilih karena lebih efektif digunakan untuk perkuatan aksial lentur kolom.
Setelah dilakukan analisa akibat penambahan lantai didapatkan hasil bahwa struktur tidak memenuhi persyaratan kontrol dinamis gempa yaitu pada syarat simpangan antar lantai (story drift) berdasarkan peraturan yang terbaru sehingga dilakukan perkuatan sistem struktur menggunakan bresing baja. Sedangkan analisa elemen struktur setelah perkuatan bresing baja didapatkan elemen balok, kolom dan pelat mengalami overcapacity yang artinya kapasitas penampang elemen tidak mampu menahan gaya-gaya dalam akibat beban-beban yang terjadi, sehingga memerlukan perkuatan menggunakan CFRP wrap untuk perkuatan geser balok, CFRP laminates untuk perkuatan lentur pelat , dan concrete jacketing untuk perkuatan aksial lentur kolom. Total kebutuhan rencana biaya perkuatan sebesar Rp4.456.292.183.

Universitas Pembangunan Nasional "Veteran" Jawa Timur or commonly abbreviated as UPNVJ is a public campus located in Surabaya, East Java. Every year the university experiences an increase in the number of students due to the opening of new study programs or an increase in the number of students admitted per study program. This makes the campus take the initiative to build new buildings, one of which is the Joint Lecture building and the Faculty of Economics and Business Laboratory (FEB) which consists of 9 floors. The building was built within 14 months and starts from 2020. However, in the building there are no library facilities that support academic learning. Therefore, to support the learning process, the construction of the library is needed by adding 1 floor to 10 floors. The addition of the floor was chosen because the pre-existing rooms already have their respective functions so that it is not possible to change the function of the room. Before doing the process of adding floors, existing buildings must be evaluated to see the strength of the structure of the building. The results of the evaluation are then controlled with the condition of the feasibility of the structure, whether the results of the evaluation meet the eligibility requirements based on the function of the building or not. The evaluation of the strength of the structure itself consists of the evaluation of the structure system (global) based on the dynamic control requirements of the earthquake and the evaluation of the components of the structural element (local) based on the requirements of the cross-sectional capacity of the structural elements. In addition to the evaluation of the strength of the structure based on the addition of additional floor loads, at the FEB UPN “Veterans” East Java Joint Lecture Building also required evaluation of the building structure based on the latest regulations. This is because the building was built in reference to the old regulations, namely SNI 2847 2013 on Structural Concrete Requirements for Buildings, SNI 1727 2013 on Minimum Load for Building Design and Other Structures, and SNI 1726 2012 on Earthquake Resilience Planning Procedures for Building and Non-Building Structures. In this study, the authors planned the retrofitting of structural systems using concentric steel bresing if the structural system did not meet the requirements based on the results of analysis of earthquake dynamic control structures while retrofitting structural elements using Carbon Fiber Reinforced Polymer (CFRP) and concrete jacketing. The reason he chose to use steel bresing is because steel bresing is a method of strengthening a good structural system such as rigid, proven to withstand the lateral load of earthquakes, daktail and light weight so that it does not have a significant effect on the seismic weight of the building itself. While the method of strengthening elements using CFRP was chosen because it has a strong value of tensile and modulus of high elasticity, easy job implementation, and does not interfere with the operation of buildings and for retrofitting methods using concrete jacketing was chosen because it is more effectively used for axial strengthening of column bending. After analysis due to the addition of floors obtained the result that the structure does not meet the dynamic control requirements of the earthquake, namely on the terms of inequality between floors (story drift) based on the latest regulations so that the strengthening of the structure system using steel bresing. While the analysis of structural elements after steel bresing strengthening obtained beam elements, columns and plates undergo overcapacity which means the cross-section capacity of the element is unable to withstand the inner forces due to the loads that occur, so it requires retrofitting using CFRP wrap for retrofitting the beam shear, CFRP laminates for the strengthening of plate bending, and concrete jacketing for axial strengthening of column bending. The total needs of the retrofitting cost plan amounted to Rp4,456,292,183.
