Abstract

Proyek pembangunan jalan tol Cibitung – Cilincing merupakan bagian dari pembangunan Jakarta Outer Ring Road 2 (JORR 2) yang memiliki panjang mencapai 34,384 kilometer yang dibagi menjadi 4 seksi. Khususnya pembangunan jalan tol Cibitung – Cilincing Seksi 1 ini melewati jalur kereta api, sehingga untuk melintasi jalan tersebut dibangun Fly Over Tol di Atas Rel Kereta. Fly Over ini memiliki panjang 553.015 meter yang terdiri menjadi 2 abutment dan 15 pilar, dimulai dari abutment 1 di STA 3 + 126.883 sampai dengan abutment 2 di STA 3 + 679.898 dengan lebar 32.4 meter dan ketinggian ±7 meter dari permukaan tanah yang terdiri dari 3 lajur dan 2 jalur. Pembangunan Fly Over harus diikuti dengan proses pengerjaan yang efisien dan tepat waktu, agar tidak terjadi pembengkakan biaya dan keterlambatan proyek. Maka diperlukan perencanaan manajemen konstruksi yang baik, manajemen konstruksi mencakup waktu dan biaya yang dibutuhkan. Untuk mendapatkan Rencana Anggaran Pelaksanaan (RAP) maka dilakukan analisa, yaitu perhitungan volume tiap item pekerjaan, produktifitas alat berat, pekerja dan bahan. Kemudain diperlukan juga upah pekerja, biaya alat berat, dan biaya material. Penjadwalan direncanakan disusun dengan aplikasi MS Project dan dihasilkan Kurva S. Dari analisa tersebut durasi pada setiap pekerjaan, rencana anggaran biaya pelaksanaan proyek. Pada pembangunan fly over tol di atas rel kereta pada tol Cibitung – Cilincing ini diperoleh durasi pelaksanaan proyek pekerjaan persiapan hingga pekerjaan finishing berlangsung selama 366 hari dengan jam kerja efektif perhari 7 jam dan biaya Rp 332.133.333.773,36. Pelaksanaan harus dikendalikan sebaik mungkin termasuk dalam penjadwalan sumber daya agar tidak menimbulkan pembengkakan biaya dan keterlambatan proyek (lintasan kritis) tanpa mengabaikan kualitas. =================================================================================================== The Cibitung – Cilincing toll road construction project is part of the construction of the Jakarta Outer Ring Road 2 (JORR 2) which has a length of 34.384 kilometers which is divided into 4 sections. In particular, the construction of the Cibitung – Cilincing Section 1 toll road passes through the railway line, so to cross the road a Toll Flyover is built on the Train Teacks. This Fly Over has a length of 553,015 meters consisting of 2 abutments and 15 pillars, starting from abutment 1 at STA 3 + 126,883 to abutment 2 at STA 3 + 679,898 with a width of 32.4 meters and a height of ± 7 meters from ground level consisting of 3 lane and 2 lanes. Fly Over construction must be followed by an efficient and timely work process, so that there are no cost overruns and time delays. So a good construction management plan is needed, construction management includes the time and costs required. To obtain the Implementation Budget Plan (RAP), an analysis is carried out, namely the calculation of the volume of each work item, the productivity of heavy equipment, workers and materials. Then the wages of workers, the cost of heavy equipment, and the cost of materials are also needed. The planned schedule is compiled with the MS Project application and the S Curve is generated. From the analysis of the duration of each job, the project implementation cost budget plan. In the construction of the railroad flyover on the Cibitung – Cilincing toll road, the duration of the project implementation from preparatory work to finishing work lasts for 366 days with an effective working hour of 7 hours per day and a cost of Rp. 332.133.333.773,36 Implementation must be controlled as well as possible including in resource scheduling so as not to cause cost overruns and project delays (critical path) without compromising quality.
