Abstract

Kepelautan adalah segala sesuatu hal yang berkaitan dengan pengawakan, Pendidikan, persertifikatan, kewenangan serta hak dan kewajiban pelaut (PP No. 7 Tahun 2000 Tentang Kepelautan). Antara pengawakan, Pendidikan, persertifikatan serta hak dan kewajiban pelaut memiliki keterkaitan kebutuhan antar pemilik kepentingan, salah satunya yaitu terkait sertifikasi pelaut, saat ini banyak pemalsuan sertifikat pelaut indonesia yang pastinya sangat merugikan bagi para pemilik kepentingan terutama bagi pelaut Indonesia kususnya. Tujuan dari penelitian ini untuk (i) mengkaji proses bisnis yang saat ini berjalan (ii) mengkaji transformasi dari proses bisnis semi daring menjadi daring sepenuhnya, metode yang digunakan adalah metode dari kerangka kerja ITS (Intelligent Transports System) sehingga membuat proses bisnis yang saat ini ada menjadi lebih baik.
Hasil analisis menunjukan bahwa penerapan kerangka kerja Intelligent Transports System pada proses bisnis pemeilik kepentingan/ stakeholder kepelautan memperkecil potensi pemalsuan sertifikat pelaut karena setiap proses yang terjadi Ketika sertifikasi memiliki rekam digital yang menjadi dasar terbitnya sertifikat pelaut sehingga potensi kerugian akibat dari pemalsuan sertifikat pelaut bagi masing-masing pemilik kepentingan dapat dihindari. Dari hasil perhitungan rasio manfaat biaya menunjukkan nilai yang posistif.

Maritime (kepelautan) is matters related to manning, education, certification, authority, rights and seafarer’s obligations. Between manning, education, certification as well as the rights and obligations of seafarers have a relationship between the needs of the stakeholders, one of which is related to seafarers' certification, currently there are many counterfeiting of Indonesian seafarers' certificates which are certainly very detrimental to the stakeholders, especially for Indonesian seafarers in particular. The purpose of this research is to (i) examine the business processes that are currently running (ii) examine the transformation from semi-online business processes to fully online, the method used is the method of the ITS (Intelligent Transports System) framework so as to make the current business process there get better.
The results of the analysis show that the application of the Intelligent Transports System framework to the business processes of the owners of maritime (kepelautan) stakeholders minimizes the potential for forgery of seafarers' certificates because every process that occurs when certification has a digital record that forms the basis for the issuance of seafarers' certificates so that potential losses due to forgery of seafarers' certificates are for each stakeholder can be avoided. From the results of the calculation of the cost benefit ratio, it shows a positive value
