Abstract

Proses pendistribusian LNG membutuhkan beberapa fasilitas, salah satunya adalah Terminal LNG. Terminal LNG Offshore di Tanjung Benoa direncanakan akan dipindah ke lahan yang berada di bagian utara dari Dermaga Timur Benoa. Saat pembuatan konsep desain terminal, diperlukan sebuah kajian risiko tentang kebakaran dan ledakan untuk memastikan keselamatan operasional. Tugas akhir ini membahas tentang penilaian risiko pada konsep desain terminal LNG onshore khususnya pada sistem regasifikasi. Studi ini diawali dengan membuat konsep desain, yaitu menentukan equipment yang akan digunakan untuk menunjang operasional terminal. Setelah itu dilakukan penilaian risiko yang diawali dengan melakukan identifikasi bahaya menggunakan Hazard and Operability (HAZOP). Terdapat beberapa skenario yang dianalisis dalam studi ini, yaitu skenario kebocoran lubang 10 mm, 50 mm dan 100 mm. Kemudian dilanjutkan dengan melakukan analisa frekuensi meggunakan metode Fault Tree Analysis (FTA) dan Event Tree Analysis (ETA) untuk mengetahui jenis potensi bahaya dan frekuensinya. Selanjunya, analisa konsekuensi dilakukan dengan menggunakan ALOHA. Setelah itu dilakukan pemetaan tingkat risiko menggunakan f-N Curve yang diambil dari standar UK HSE untuk mengetahui apakah risiko dari desain terminal LNG ini dapat diterima. Apabila pemetaan risiko menunjukkan kondisi unacceptable maka perlu dilakukan tindakan mitigasi dengan metode Layers of Protection Analysis (LOPA). Namun, hasil pemetaan risiko menunjukan bahwa konsep design berada pada kondisi acceptable dan As Low As Reasonably Practicable (ALARP) sehingga mitigasi dilakukan dengan menambahkan Gas Detector, Pressure Alarm, dan Temperature Alarm.

The LNG distribution process requires several facilities, one of which is the LNG terminal. The offshore LNG terminal in Tanjung Benoa is planned to be moved to onshore facilities located in the northern part of the Benoa East Jetty. During the process of making a conceptual design, a fire and explosion risk assessment is required to ensure the safety of the terminal operation. This final project discusses the risk assessment on the conceptual design of the onshore LNG terminal, especially the regasification system. This study begins with making a conceptual design, by determining the equipment that will be used to support terminal operations. After that, a risk assessment is carried out which begins with identifying hazards using Hazard and Operability (HAZOP). There are several scenarios analyzed in this study, namely 10 mm, 50 mm, 100 mm hole leak scenario. Then, a frequency analysis was conducted using the Fault Tree Analysis (FTA) and Event Tree Analysis (ETA) methods to determine the types of potential hazards and their frequency. Next, a consequence analysis was carried out using ALOHA. After that, a risk level mapping was carried out using the f-N Curve taken from the UK HSE standard to find out whether the risks from the LNG terminal design were fall under the acceptable level. If the risk mapping shows an unacceptable condition, it is necessary to take mitigation measures using the Layers of Protection Analysis (LOPA) method. However, the results of the risk mapping show that the design concept is in acceptable condition and As Low As Reasonably Practicable (ALARP). Hence, the mitigation is done by adding a Gas Detector, Pressure Alarm, and Temperature Alarm.
