Abstract

Kawasan pesisir utara Pulau Jawa merupakan daerah produktif dengan berbagai fasilitas seperti sumur minyak, kawasan wisata dan memiliki kekayaan sumberdaya maritim yang bernilai tinggi. Pada tanggal 12 Juli 2019 telah terjadi kebocoran sumur minyak milik Pertamina Hulu Energi (PHE) ONWJ yang terletak sekitar 2 mil utara Kabupaten Karawang. Dari hasil pemetaan menggunakan citra satelit Sentinel-1 dengan menggunakan algoritma adaptive thresholding diketahui luasan tumpahan minyak terbesar terjadi pada tanggal 30 Juli 2019 yaitu 75,963 km2. Area yang terdampak tumpahan minyak dari sumur YYA-1 yaitu Kabupaten Karawang, Bekasi, Tangerang, Cilegon, Kepulauan Seribu, dan Serang dan 2 kota yaitu Jakarta Utara dan Serang.
Dengan menggunakan perhitungan valuasi ekonomi sumberdaya lingkungan diketahui biaya kerusakan lingkungan sebesar Rp1.522.906.191.245. biaya kerugian akibat terganggunya aktifitas ekonomi sebesar Rp3.061.009.800.000, dan biaya clean-up sebesar Rp. 155.592.800.000,00. Estimasi biaya kerugian dampak tumpahan minyak Karawang di perairan Utara Jawa sejak kejadian hingga pulih sepenuhnya yaitu sebesar Rp4.739.509.000.000.
Dengan mengelompokkan tipe ekosistem terdampak maka dapat diketahui metode pembersihan yang dapat dilakukan yaitu dengan pembersihan secara fisik untuk wilayah pesisir dengan tipe pantai berpasir, penebangan dan pembakaran pada tumbuhan mangrove yang terkena minyak, pemotongan dan pembersihan pada lamun serta terumbu karang. Setiap langkah dalam upaya penanggulangan dan pembersihan dampak tumpahan minyak harus disertai kerjasama berbagai pihak terkait seperti PHE ONWJ selaku pihak yang bertanggung jawab, pemerintah kabupaten/ kota terdampak, masyarakat, dan organisasi-organisasi non-profit yang berkaitan dengan bidang ini.

The northern coastal area of Java Island is a productive area with various facilities such as oil wells, tourist areas and has a wealth of high-value maritime resources. On July 12, 2019, there was a leak of an oil well belonging to Pertamina Hulu Energi (PHE) ONWJ which is located about 2 miles north of Karawang Regency. From the results of mapping using Sentinel-1 satellite imagery using the adaptive thresholding algorithm, it is known that the largest oil spill area occurred on July 30, 2019, which was 75,963 km2. The areas affected by the oil spill from the YYA-1 well are Karawang, Bekasi, Tangerang, Cilegon, Seribu Islands, and Serang Regencies and 2 cities, North Jakarta and Serang.
Using the economic valuation of environmental resources known that the cost of environmental damage is Rp. 1,522,906,191,245. the cost of losses due to disruption of economic activity is Rp. 3,061,009,800,000, and the cost of clean-up is Rp. 155,592,800,000.00. The estimated cost of losses due to the impact of the Karawang oil spill in the waters of North Java since the incident until it is fully recovered is Rp.4,739.509,000,000.
By grouping the types of affected ecosystems, the cleaning methods that can be carried out are physical cleaning for coastal areas with sandy beach types, logging and burning of oil-affected mangrove plants, cutting and cleaning of seagrass and coral reefs. Every step in the effort to mitigate and clean up the impact of the oil spill must be accompanied by the cooperation of various related parties such as PHE ONWJ as the responsible party, the affected district/city government, the community, and non-profit organizations related to this field.
