Abstract

Tingkat Non Revenue Water (NRW) pada Perumda Tirta Pakuan Kota Bogor berdasarkan Penilaian Kinerja Badan Usaha Milik Daerah (BUMD) Air Minum tahun 2020 adalah sebesar 32,00%, yang menyebabkan potensi kehilangan pendapatan akibat NRW sebesar 162 miliar rupiah/tahun. Program penurunan NRW dengan fokus pengendalian kehilangan air fisik yang telah diterapkan pada Zona 1 mengalami kendala dalam pelaksanaannya, sehingga Zona 1 masih memiliki tingkat NRW yang tinggi. Salah satunya yaitu kondisi District Meter Area (DMA) yang telah terbangun belum berjalan dengan baik. Optimasi terhadap DMA yang telah terbangun tersebut diperlukan supaya dapat berfungsi sebagaimana mestinya. DMA Sindang Rasa yang dipilih sebagai fokus pada penelitian berdasarkan pertimbangan jumlah pelanggan dan kelengkapan data yang tersedia.
Pada penelitian ini dilakukan analisis terhadap DMA Sindang Rasa untuk memperoleh strategi optimasi DMA. Analisis DMA dilakukan dengan membandingkan kondisi eksisting terhadap kriteria DMA yang ada dalam literatur. Analisis jaringan pipa distribusi pada DMA dilakukan melalui pemodelan menggunakan bantuan software. Analisis biaya dan manfaat kemudian dilakukan terhadap alternatif strategi optimasi yang diperoleh, sehingga didapatkan rekomendasi strategi optimasi DMA. Pembahasan kemudian dilakukan terhadap skema alternatif pembiayaan yang dapat digunakan untuk mengimplementasikan rekomendasi strategi optimasi DMA tersebut.
Sebagian besar kriteria DMA telah dipenuhi oleh DMA Sindang Rasa. Kriteria yang belum terpenuhi yaitu masih adanya titik interkoneksi lain serta tidak tersedianya meter air dan pengukur tekanan. Optimasi terhadap DMA Sindang Rasa dapat dilakukan melalui 2 (dua) alternatif. Alternatif pertama dilakukan dengan menjadikan titik interkoneksi sebagai inlet kedua. Alternatif kedua dilakukan dengan menutup inlet eksisting dan menjadikan titik interkoneksi sebagai inlet baru. Alternatif kedua dipilih sebagai rekomendasi strategi optimasi DMA Sindang Rasa dengan pertimbangan mampu memberikan manfaat yang lebih baik. Tingkat kehilangan air pada alternatif kedua adalah 14,54% sehingga mampu menyelamatkan air sebanyak 39.534,48 m3/tahun dan memberikan potensi tambahan profit sebesar 111 juta rupiah/tahun. Dengan biaya investasi sebesar 371 juta rupiah, alternatif kedua memiliki waktu pengembalian modal selama 3,3 tahun.

The Non Revenue Water (NRW) level of Perumda Tirta Pakuan of Bogor City based on performance appraisal conducted by The Ministry of Public Works and Housing, by 2020 is 32%. It has caused potential income losses of around 162 billion rupiahs. NRW reduction program that focused on controlling physical losses has been implemented in Zone 1. However, it has encountered problems that cause Zone 1 still has a high NRW level. One of them is the condition of the District Meter Areas (DMA) that has been built still not running well. Optimization of the DMA that has been built is necessary so that it can function properly. Sindang Rasa DMA was chosen as the focus of study based on consideration of the number of customers and the availability of data.
This study focused on the analysis of Sindang Rasa DMA to obtain a DMA optimization strategy. DMA analysis was done by comparing the existing conditions to DMA criteria in the literature. Analysis of distribution pipeline network in DMA was done through modeling using software assistance. Analysis of costs and benefits were carried out on the obtained alternate optimization strategies, to obtain the recommended DMA optimization strategy. Discussions were then carried out on alternative financing schemes that could be used to implement the recommended DMA optimization strategy.
Most of the DMA criteria had been met by Sindang Rasa DMA. The criteria that had not been met were the existence of another interconnection point and the unavailability of water meter and pressure gauge. Optimization of Sindang Rasa DMA could be done through 2 (two) alternatives. The first alternative was using the interconnection point as the second inlet. The second alternative was closing the existing inlet and turning the interconnection point into a new inlet. The latter was chosen as the recommendation for the optimization strategy of Sindang Rasa DMA, with the consideration of being able to provide better benefits. The water loss level in the second alternative was 14,54% and it could save 39.534,48 m3/year of water. It also could provide an additional potential profit of 111 million rupiah/year. With an investment cost of 371 million rupiahs, the second alternative has a payback period of 3,3 years.
