Abstract

Malang adalah salah satu kota di Jawa Timur yang tiap tahun selalu dibanjiri pendatang. Sebuah kampus ternama di Malang bahkan tercatat sebagai kampus yang paling diminati di Indonesia karena memiliki jumlah pendaftar terbanyak pada 2019. Datangnya puluhan ribu mahasiswa baru tiap tahun ke kota Malang tentu meningkatkan kebutuhan terhadap fasilitas publik tak terkecuali di sektor transportasi. Generasi milenial yang identik dengan gaya hidup praktis dipastikan lebih memilih menggunakan kendaraan pribadi jika kondisi transportasi publik masih stagnan dan kurang memadai. Saat ketidakseimbangan jumlah kendaraan dan ketersediaan ruas jalan makin besar, kemacetan dan ketidaknyamanan tentu menjadi hal yang tak terhindarkan terjadi di jalan raya.
Pada penelitian ini akan direncanakan jalur khusus bus (busway) dari terminal Arjosari sampai dengan Alun-alun kota Malang untuk mendukung bus rapid transit (BRT) serta menganalisa kinerja ruas jalan akibat beroperasinya BRT yang berpedoman pada Pedoman Kapasitas Jalan Indonesia 2014. Perencanaan BRT meliputi perhitungan kinerja ruas jalan sebelum adanya BRT dan sesudah BRT beroperasi, konflik kritis yang terjadi akibat pemilihan rute busway tersebut, serta letak dan dimensi halte. Data primer didapatkan dengan cara counting dan survey lalu lintas yang digunakan untuk perhitungan kinerja ruas jalan dan analisa konflik.
Didapatkan nilai derajat kejenuhan untuk jalan yang diamati sebelum BRT beroperasi adalah untuk jalan Ahmad Yani arah in 1,06 dan arah out sebesar 0,86, jalan Letjen S Parman arah in 0,57 dan arah out 0,79, jalan Basuki Rahmat arah in 0,71 dan arah out 0,34. Penempatan jalur busway berada pada median jalan dua arah sesuai BRT Standard konfigurasi tier 1. Terdapat 10 titik halte busway yang direncanakan. Pada pertemuan uturn dengan jalur busway akan dilakukan pelebaran untuk mengurangi potensi kemacetan. Setelah adanya jalur busway, didapatkan nilai derajat kejenuhan untuk jalan Ahmad Yani arah in 0,82 dan arah out sebesar 0,75, jalan Letjen S Parman arah in 0,65 dan arah out 0,61, jalan Basuki Rahmat arah in 0,59 dan arah out 0,28. Pada simpang Borobudur diperoleh nilai rata-rata tundaan >60 det/smp. Setelah dilakukan peningkatan kapasitas dengan larangan belok kanan dari arah pendekat utara dan penyesuaian fase lampu hijau diperoleh nilai tundaan rata-rata menjadi 20,76 det/smp. Uturn sebagai fasilitas putar balik pada pendekat selatan menyebabkan weaving dan diperoleh nilai derajat kejenuhan akibat weaving sebesar 0,7.

Malang is one of the cities in East Java which is always flooded with immigrants every year. A well-known campus in Malang is even listed as the most desirable campus in Indonesia, having the most registrants in 2019. The arrival of tens of thousands of new students every year to the city of Malang certainly increases the need for public facilities in the transportation sector. The millennial generation, which is synonymous with a practical lifestyle, certainly prefers to use private vehicles if public transportation conditions are still stagnant and inadequate. When the balance of the number of vehicles and the availability of roads, traffic’s jam and things that are unavoidable occur on the highway.
In this study, a special bus route (busway) will be planned from Arjosari terminal to Malang city square to support bus rapid transit (BRT) and analyze road performance due to the operation of BRT based on the 2014 Indonesian Road Capacity Guidelines. BRT planning includes road performance’s calculation before BRT and before BRT operates, conflicts caused by the selection of the busway route, as well as the location and dimensions of the bus stops. Primary data is obtained by calculating and surveying traffic which is used for road segment calculations and conflict analysis.
The results show that the value of the degree of saturation for the roads observed before the BRT operates is for Ahmad Yani road, 1.06 in direction and 0.86 out direction, Letjen S Parman road in 0.57 and out direction 0.79, Basuki Rahmat road in 0.71 and the out direction is 0.34. The placement of the busway lanes is on the median of two-way street according to the Tier 1 configuration of BRT Standard. The plans consist of 10 points of planned busway stops. At the intersection with the busway lane, widening will be carried out to reduce traffic’s jam. After the busway line, the degree of saturation was obtained for Ahmad Yani road, 0.82 direction in and 0.75 out direction, Letjen S Parman road in 0.65 and out direction 0.61, Basuki Rahmat road in 0.59 and the out direction is 0.28. At the Borobudur intersection, the average delay value is >60 sec/pcu. After increasing the capacity by prohibiting turning from the north approach and adjusting the right of the green light phase, the average delay value is 20.76 sec/pcu. Rotating as a turning facility on the south approach causes weaving and the degree of saturation due to weaving is obtained by 0.7.
