Abstract

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) melakukan pengelolaan kegiatan usaha hulu minyak dan gas bumi berdasarkan Kontrak Kerja Sama (KKS), dalam kegiatan pengelolaan operasional Perkapalan termasuk evaluasi teknis dan rekomendasi harga sewa harian kapal penunjang operasi yang menjadi kebutuhan Kontraktor KKS. Dalam pelaksanaan evaluasi sering terjadi perbedaan spesifikasi teknis utama dan anggaran biaya antara Kontraktor KKS karena belum ada standar spesifikasi teknis utama dan besaran biaya sewa harian kapal, sehingga perlu dibuat standarisasi spesifikasi teknis dan standarisasi harga sewa kapal penunjang operasi yang nantinya digunakan sebagai dasar evaluasi spesifikasi teknis dan rekomendasi anggaran biaya sewa, dasar penyusunan harga perhitungan sendiri (owner estimate) sebagai dasar negosiasi dalam proses pengadaan kapal untuk mengoptimalkan proses persetujuan dan mendapatkan pengurangan biaya sewa kapal. Metodologi pemecahan masalah yang diambil dalam penelitian ini adalah dengan pengumpulan data kapal penunjang operasi di Kontraktor KKS kemudian data tersebut dilakukan evaluasi Multi Criteria Decision Making (MCDM) melalui metode Elimination Et Choix Traduisant la Realite (ELECTRE) kemudian hasilnya dilakukan analisis data kualitatif sehingga didapatkan alternatif yang paling optimal, pengelompokkan kapal menghasilkan 4 (empat) grup sesuai fungsi utama dengan spesifikasi teknis utama berdasarkan kekuatan mesin utama, daya angkut penumpang, daya angkut barang, dan kapasitas living quarter yang digunakan sebagai pertimbangan utama dalam menentukan rata-rata harga sewa harian kapal untuk dasar perhitungan anggaran biaya sewa kapal. ================================================================================================ Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) manages upstream oil and gas business activities based on Production Sharing Contract (PSC), in marine operational management activities including technical evaluations and recommendations for daily charter rate for operation support vessels that become the PSC Contractor needs. In the implementation of the evaluation, there are often differences in the main technical specifications and cost budgets between PSC Contractors because there is no standard for the main technical specifications and daily charter rate for vessels, so it is necessary to standardize technical specifications and standardize charter rates of operation support vessels which will be used as the basis for technical specification evaluations and charter budget recommendations, the basis for compiling the owner's estimate for negotiations in the vessel procurement process to optimize the approval process and obtain cost reductions in vessel charter costs. The problem-solving methodology adopted in this research is collect data on operations support vessels at PSC Contractors, then evaluate the data using Multi Criteria Decision Making (MCDM) through the Elimination Et Choix Traduisant la Realite (ELECTRE) method, then the results are carried out qualitative data analysis to obtain the most optimal alternative, vessel grouping result 4 (four) groups according to the main function with the main technical specifications based on the main engine power, passenger capacity, cargo carrying capacity, and living quarter capacity which are used as the main considerations in determining the average daily charter price of the ship for the basis for calculating the cost of the vessel charter budget.
