Abstract

Dalam meningkatkan aksesibilitas masyarakat terhadap BBM, PT Pertamina menetapkan strategi bisnis untuk membangun 10.000 Pertashop di seluruh Indonesia. Di regional Jawa Timur, Bali, Nusa Tenggara ditargetkan terbangun 2.736 Pertashop pada akhir tahun 2021. Peningkatan jumlah Pertashop berdampak pada meluasnya jaringan distribusi dan meningkatnya jumlah titik suplai BBM. Pada beberapa Pertashop yang telah beroperasi masih sering terjadi permasalahan keterlambatan pengiriman BBM, stockout (persediaan untuk dijual habis), dan terhentinya operasional penjualan. Oleh karena itu, diperlukan strategi rantai pasokan yang handal dalam proses pengisian stok BBM ke Pertashop, sehingga permasalahan tersebut tidak terjadi di masa yang akan datang.
Peneliti mengembangkan strategi pengisian stok BBM Pertashop menggunakan metode kombinasi. Analisis kualitatif dilakukan dengan pendekatan perencanaan skenario (Scenario Planning). Perencanaan dengan skenario dapat meningkatkan kualitas keputusan strategis dalam lingkungan yang tidak pasti (uncertain environments) dan merumuskan strategi fleksibel yang dapat menangkal volatilitas. Analisis kuantitatif dengan pendekatan Decision Making Trial and Evaluation Laboratory (DEMATEL) dilakukan untuk menentukan pola hubungan (trend) antar faktor pendorong dan ketidakpastian
Berdasarkan analisis, teridentifikasi 12 faktor pendorong proses pengisian stok BBM Pertashop, dengan 2 ketidakpastian kritis yaitu titik suplai dan permintaan BBM sebagai dimensi skenario. Sehingga terbangun 4 skenario pengisian stok BBM dengan 6 strategi opsional yaitu pengadaan mobil tangki (MT) PTO, modifikasi MT reguler jadi PTO (dengan POMET), SPBU Hub dengan mobil pick up & tangki IBC, optimalisasi manajemen inventori Pertashop, integrasi sistem order dengan MS2, serta optimalisasi Smart MT dan automasi penjadwalan & penentuan rute.

To increase public accessibility to fuel oil, PT Pertamina has set a business strategy to build 10,000 Pertashops throughout Indonesia. In the East Java, Bali, and Nusa Tenggara region, it is targeted to build 2,736 by the end of 2021. The increase in the number of Pertashops has an impact on expanding the distribution network and increasing the number of fuel oil supply points. In several Pertashops that have been operating, there are still frequent problems with delivery delays, stockouts, and the cessation of sales operations. Therefore, a reliable supply chain strategy is needed in the process of fuel oil replenishment to Pertashop, so that those problems do not occur in the future.
This study develops strategies for fuel oil replenishment to Pertashop using a combination method. Qualitative analysis is carried out with a scenario planning approach. Scenario planning can improve the quality of strategic decisions in uncertain environments and formulate flexible strategies that can counteract volatility. Quantitative analysis with the Decision Making Trial and Evaluation Laboratory (DEMATEL) approach is carried out to determine the pattern of relationships (trends) between driving factors and uncertainty.
Based on the analysis, 12 variables were identified as driving factors (DF) to Pertashop fuel oil replenishment process, and 2 critical uncertainties, namely the point of supply and demand for fuel as the dimensions of the scenario. As a result, 4 scenarios were built with 6 optional replenishment strategies, namely procurement of PTO tank cars, modification of regular tank car to PTO tank car (with POMET), SPBU-Hub with pick up car & IBC tanks, Pertashop inventory management optimization, integration of order systems with MS2 , and optimization of Smart MT, and scheduling & routing automation.
