Abstract

Gerbang Salam (Gerakan Pembangunan Masyarakat Islami), lahir dan berkembang dengan identitas dan karakter Islam sebagai cerminan masyarakat Kabupaten Pamekasan. Kebijakan diharapkan akan mampu untuk diimplementasikan ke dalam segala aspek kehidupan. Serta diharapkan mampu berkembang dalam berbagai sektor termasuk di dalamnya pengembangan housing estate. Penelitian ini bertujuan untuk mengeksplorasi penerapan Gerbang Salam dalam masyarakat di Kabupaten Pamekasan dan merumuskan konsep Housing Estate Islami dalam perspektif Gerbang Salam. Penelitian ini menggunakan paradigma Post-Positivis. Dengan menggunakan strategi Case Study pada beberapa perumahan di Kabupaten Pamekasan. Posisi peneliti dalam hal ini adalah Fully Observer dan tidak memiliki pengaruh terhadap objek penelitian.
Sumber data yang dikumpulkan dalam penelitian ini termasuk non probability sampling, dengan kriteria khusus yaitu perumahan formal di kawasan Kabupaten Pamekasan. Perumahan yang teliti, adalah perumahan yang di rencanakan sejak tahun 2003, sudah dihuni, memiliki minimal 3 tipe hunian, dan berada dilingkungan desa, kota, atau perbatasan antara keduanya. Juga dengan purposive sampling yaitu informan yang dipilih memiliki seleksi atau kriteria khusus, yaitu developer perumahan terkait. Teknik Pengumpulan data melalui studi literatur, wawancara, dan observasi lapangan.
Hasil dari penelitian ini adalah bahwa pada persepsi terkait Gerbang Salam, saat ini dimaknai dengan usaha penciptaan lingkungan perumahan yang tidak hanya berorientasi terhadap profit, namun juga pada keberkahan. Hasil wawancara dan observasi juga menunjukkan bahwa perumahan formal yang telah dibangun memiliki beberapa aspek terkait dengan prinsip perumahan tradisional tanean lanjang, utamanya dari sisi penentuan posisi bangunan. Dalam kajian dibahas mengenai prinsip Islami pada rumah dan perumahan. Hunian dibahas melalui adanya aspek privasi, modesty, dan hospitality yang merupakan teori dari kaidah hunian islami. Didapati dari hasil penelitian bahwa secara garis besar perumahan yang ada di Kabupaten Pamekasan belum menerapkan aspek islami., berdasarkan teori rumah dan perumahan islami. Namun, terdapat beberapa hal yang hadir dalam objek penelitian sesuai dengan konsep Housing Estate Islami.

Gerbang Salam (Islamic Community Development Movement) was born and developed with Islamic identity and character to reflect the Pamekasan Regency community. The policies were expected to be implemented in all aspects of life. It was also expected to develop in various sectors, including housing estate development. This research objective was to explore the application of Gerbang Salam in the Pamekasan Regency and formulate the Islamic Housing Estate concept based on the Gerbang Salam perspective. This research used the Post-Positive paradigm using the Case Study strategy in several housing estates in Pamekasan Regency. The position of the researchers, in this case, was as Fully Observers and did not influence the research object.
Sources of data collected in this research included non-probability sampling with particular criteria, specifically housing estates in the Pamekasan Regency area. Accurate housing was housing that had been planned since 2003, had been inhabited, had at least three types of housing, and was located in a village, city, or border area between them. Furthermore, this research used purposive sampling, so the selected informants had a particular selection or criteria, specifically the related housing developers. The data collection technique was done through literature review, interviews, and field observations.
The research results reported that the perception related to the Gerbang Salam was currently interpreted as an effort to create a housing estate environment that was not only oriented to profit but also blessings. The results of interviews and observations also presented that the formal housing estate that had been built had several aspects related to the principles of traditional tanean lanjang housing estate, especially in terms of determining the building position. Furthermore, this research discussed Islamic principles in homes and housing. Occupancy was discussed through privacy, modesty, and hospitality aspects as the theories of Islamic housing estate rules. It was found from the research results that, in general, the housing estate in Pamekasan Regency had not implemented Islamic aspects, based on the theory of Islamic houses and housing estate. However, several things presented in the research objects were under the Islamic Housing Estate concept.
