Abstract
Kemacetan merupakan suatu permasalahan yang telah ada di Indonesia, berdampak pada terhambatnya transportasi jalan antar kota. Dengan permasalahan kemacetan yang terus melonjak, pemerintah merancang jalan alternatif yang menghubungkan Kota Surakarta menuju Kota Yogyakarta. Meningkatnya volume kendaraan yang melintasi jalan Solo- Jogja menyebabkan rawannya kecelakaan karena kelalaian pengguna jalan. Maka dari itu untuk mengurangi resiko kecelakaan serta meghilangkan lelah setelah menempuh perjalanan akibat mengemudi maka, salah satu kebijakan yang di ambil adalah dengan cara menentukan lokasi rest area dan fasilitasnya di jalan tol. Hadirnya tempat istirahat dapat membantu pengemudi yang lelah agar beristirahat terlebih dahulu sebelum melanjutkan perjalanannya kembali. Bersumber pada kondisi rest area yang ada, perlu dilakukan analisis fasilitas parkir guna mengetahui gambaran kapasitas parkir serta kebutuhan yang ada agar tidak terjadi penumpukan kendaraan. Pedoman yang akan digunakan “Pedoman Perencanaan dan Pengoperasian Fasilitas Parkir Direktorat Bina Sistem Lalu Lintas Angkutan Kota 1998”, serta beberapa referensi lain yang berkaitan dengan analisa parkir. Data yang dibutuhkan dalam perencanaan fasilitas rest area pada proposal tugas akhir ini adalah data primer yang terdiri dari data survei waktu masuk dan keluar kendaraan kedalam rest area disertai golongannya. Untuk data sekunder terdiri dari data trase jalan tol dan data lalu lintas harian. Hasil yang diharapkan dari Tugas Akhir ini adalah mengetahui lokasi rest area, kebutuhan ruang parkir untuk kendaraan beserta golongannya dan fasilitas yang ada dalam rest area. Fasilitas yang disediakan pada rest area tol Solo-Yogyakarta antara lain masjid dengan luas 440m2, toilet terbagi 3 lahan dengan luas total 550m2 , restoran terbagi menjadi 6 lahan dengan luas total 1450m2, SPBU dengan luas total 730m2, minimarket dengan 150m2, warung makan dengan luas 1400m2. Kebutuhan ruang parkir jalan tol Solo-Yogyakarta pada tahun rencana 2023 menggunakan metode regresi linear menghasilkan 147 SRP utnuk mobil dan 54 SRP untuk truk. Lokasi rest area terletak pada STA ± 19,000 tol Solo-Yogyakarta berdasarkan dari Peraturan Kementerian PUPR No.10 Tahun 2018

Congestion is a problem that has existed in Indonesia, impacting the inhibition of road transportation between cities. With the problem of congestion that continues to soar, the government designed an alternative road that connects the city of Surakarta to the city of Yogyakarta. The increasing volume of vehicles crossing Solo-Yogyakarta roads causes accidents due to the negligence of road users. Therefore, to reduce the risk of accidents and eliminate fatigue after traveling due to driving, one of the policies taken is to determine the location of the rest area and its facilities on the toll road. The presence of a rest area can help tired drivers to rest first before continuing their journey back. Sourced from the condition of the existing rest area, it is necessary to analyze parking facilities to find out the picture of parking capacity and existing needs so that there is no buildup of vehicles. The guidelines to be used are "Guidelines for Planning and Operation of Parking Facilities Directorate of Transportation Traffic System 1998", as well as several other references related to parking analysis. The data needed in the planning of rest area facilities in this final task proposal is primary data consisting of survey data on the time of entry and exit of vehicles into the rest area accompanied by their groups. For secondary data consists of toll road trase data and daily traffic data. The expected result of this Final Task is to know the location of the rest area, the need for parking space for vehicles, and their groups and facilities in the rest area. Facilities provided in the rest area of Solo-Yogyakarta toll road include mosques with an area of 440m2, toilets divided into 3 lands with a total area of 550m2, restaurants divided into 6 lands with a total area of 1450m2, gas stations with a total area of 730m2, minimarkets with 150m2, food stalls with an area of 1400m2. The need for solo-Yogyakarta toll road parking space in the 2023 plan year using linear regression methods resulted in 147 SRP for cars and 54 SRP for trucks. The rest area location is located at STA ± 19,000 Solo-Yogyakarta toll road based on Ministry of PUPR Regulation No.10 of 2018
