Abstract

Lakarsantri merupakan salah satu wilayah Kota Surabaya, yang termasuk kawasan rawan banjir. Berdasarkan RDTR Kota Surabaya 2018-2038, daerah ini dekat dengan Daerah Aliran Sungai) Kedurus yang berpotensi dijadikan menjadi kawasan permukiman. Kawasan rawan banjir pada Lakarsantri ini disebabkan oleh luapan Sub-DAS Kedurus yang tidak dapat menampung banyak debit air. Pemerintah setempat telah melakukan penanggulangan banjir dengan pengerukan saluran drainase tetapi masih belum mampu untuk menanggulangi debit banjir. Oleh karena itu, penelitian ini ditujukan untuk menemukan karakteristik kerentanan banjir pada sub-DAS Kedurus di Kawasan Kelurahan Lakarsantri yang diharapkan menjadi salah satu solusi guna merumuskan rencana yang tepat guna dan tepat sasaran.
Tahapan penelitian diawali dengan mengidentifikasi variabel kerentanan bencana banjir yang sesuai dengan wilayah penelitian dengan metode studi literatur. Tahapan selanjutnya adalah penentuan karakteristik kerentanan banjir dalam wilayah penelitian dari variabel yang telah ditelaah melalui Walkthrough Analysis.
Hasil penelitian menunjukan variabel kerentanan bencana banjir seperti aturan tata bangunan, drainase, persampahan, dan sistem pembuangan air hujan berpengaruh untuk menentukan karakteristik kerentanan banjir pada masing-masing Kawasan Kelurahan Lakarsantri. Blok amatan yang memiliki kerentanan fisik yang tinggi terhadap kejadian banjir yaitu pada Blok 1, 2 dan 10 yang menunjukkan ketersediaan dan kapasitas drainase yang kurang memadai dengan kondisi tanah yang lebih rendah dari blok lainnya. Sistem pembuangan air hujan juga tidak maksimal tanpa adanya biopori pada masing-masing blok sehingga menyebabkan semakin tingginya kejadian banjir.

Lakarsantri is an area in Surabaya, which is a flood-prone area. Based on the Spatial Basic Plan of Surabaya in 2018-2038, this area is close to the Kedurus watershed which has the potential to be used as a residential area. This flood-prone area in Lakarsantri is caused by the overflow of the Kedurus sub-watershed which can not accommodate a lot of water discharge. The local government has carried out the flood mitigation by dredging the drainage channels but still unable to cope with the flood discharge. Therefore, this study aims to find the characteristics of flood vulnerability in the Kedurus sub-watershed in the Lakarsantri which is expected to be one of the solutions to formulate plans that is effective and targeted.
The research step begins with identifying the flood disaster vulnerability variables according to the research area using the method of literature study. The next step is to determine the characteristics of flood vulnerability in the research area from the variables that have been studied through Walkthrough Analysis.
The results shows that flood vulnerability variables such as building rules, drainage, garbage, and rainwater disposal systems give effect to determine the characteristics of flood vulnerability in each area of Lakarsantri. Observation blocks that have a high physical vulnerability to flood events are blocks 1, 2 and 10 which indicate inadequate drainage availability and capacity with lower soil conditions than other blocks. The rainwater drainage system is also not optimal without the presence of biopori in each block, causing the occurrence of floods to increase.
