Abstract

Rantai pasok makanan memiliki struktur yang kompleks dikarenakan melibatkan banyak pemangku kepentingan dan merupakan produk yang mudah rusak. Karena kompleksitas ini, rantai pasok makanan akan menghadapi beberapa jenis risiko. Penelitian ini bertujuan untuk mengembangkan model penilaian risiko dalam rantai pasok makanan. Analisis Pareto dilakukan untuk mengidentifikasi risiko berdasarkan tangapan dari 5 orang expert yang berasal dari perusahaan dan akademisi dibidang makanan. Kemudian, metode Decision-Making Trial and Evaluation Laboratory (DEMATEL) berbasis grey system theory digunakan untuk menilai hubungan sebab akibat diantara risiko yang telah teridentifikasi di rantai pasok makanan. Lima risiko kritis meliputi: risiko COVID-19, hukum dan peraturan, kurangnya tenaga kerja terampil, kapasitas, dan demand. Selanjutnya metode grey-DEMATEL dikembangkan dengan mengkombinasikan dengan metode Interpretive Structural Modelling (ISM) yang dapat menyusun dan memvisualisasikan hubungan antar risiko kedalam grafik diagram. Dengan integrasi ketiga metode tersebut ditemukan tiga risiko kritis yaitu kurangnya tenaga kerja terampil, hukum dan peraturan, dan kegagalan komunikasi. Strategi mitigasi risiko untuk risiko-risiko tersebut juga diberikan dalam penelitian ini. Hasil penelitian ini dapat membantu pihak perusahaan untuk merumuskan strategi mitigasi untuk mengurangi risiko yang telah teridentifikasi, yang akan meminimalkan risiko rantai pasok makanan. Penelitian ini dapat diperluas dengan melakukan verifikasi data secara statistik dengan menggunakan metode system dynamics modelling (SDM) atau metode statistik lainnya.

The food supply chain has a complex structure because it involves many stakeholders and is a perishable product. Due to this complexity, the food supply chain will face several types of risks. This study aims to develop a risk assessment model in the food supply chain. Pareto analysis was conducted to identify risks based on the responses of 5 experts from companies and academics in the food sector. Then, the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method based on grey system theory was used to assess the causal relationship between identified risks in the food supply chain. The five critical risks include COVID-19 risk, legal and regulatory, lack of skilled labor, capacity, and demand. Furthermore, the grey-DEMATEL method was developed by combining it with the Interpretive Structural Modeling (ISM) method which can compile and visualize the relationship between risks into a graphic diagram. By integrating the three methods, three critical risks are found is lack of skilled labor, legal and regulatory, and communication failures. Risk mitigation strategies for these risks are also provided in this study. The results of this study can help the company to formulate a mitigation strategy to reduce the identified risks, which will minimize the risk of the food supply chain. This research can be expanded by verifying the data statistically using the system dynamics modeling (SDM) method or other statistical methods.
