Abstract

Konektivitas menunjukan sejauh mana keterhubungan antara berbagai pelabuhan di Timor�Leste, di dalam pulau (domestik) maupun antara wilayah dengan negara lain (internasional). Dunia
pelayaran konektivitas di negara Timor-Leste belum diperluas dimana sampai sekarang hanya ada
lima pelabuhan yang melekukan kegiatan operasional pelabuhan ekspor maupun impor sehinga
akses antar wilayah menggunakan jalur laut di Timor-Leste masih belum maksimal karena arus
barang atau perdagangan di negera Timor-Leste kurang serta minimnya sarana dan infrastruktur
pelabuhan. Kondisi ini membutuhkan Sistem Transportasi (Sistranas) dan Logistik Nasional
(Sislognas) yang sesuai dengan kondisinya untuk mencapai konektivitas maksimal. Penelitian ini
bertujuan untuk mengetahui indeks konektivitas di pelayaran di Timor-Leste menggunakan metode
degree connectivity yaitu tingkat konektivitas terhadap jumlah pelabuhan terhubung dan port
accesibility index yang merupakan tingkat kapasitas yang dapat diproduksi oleh pelabuhan
(TEUs/ton perhari). Menganalisis hubungan transportasi laut dengan perekonomian wilayah
menggunakan metode Kausalitas Granger untuk mengetahui pengaruh variabel transportasi laut
terhadap veriabel perekonomian wialayah dalam time lag tertentu. Kemudian meningkatkan
konektivitas sesuai dengan dua konsep tersebut. Hasil perhitungan indeks konektivitas pelabuhan
Dili memiliki indeks tertingi 9, Pelabuhan Kaitehu 1.5, Pelabuhan Ai-Pelo 1, PT. Pertamina 0.5
dan Hera Oil 0.5, diterapkan dua konsep “Transportasi Laut mengikuti perdagangan” dan
“Transportasi Laut menghasilkan Perdagangan” di Timor-Leste, dengan laju GDP (Gross
Domestic Produc) sebesar 1% pertahun, aksesibiltas muatan contianer meningkat 1 % menjadi
550,55 TEUs/hari dan pemindahan pelabuhan Dili ke pelabuhan Tibar Bay dari segi luasan
lapangan pemunpukan muatan container meningkat sebesar 9% aksesibilitas menjadi 619,09
TEUs/hari, dari segi fasilitas dua unit CC, muatan container meningkat sebesar 140% aksesibiltas
1,072.11 TEUs/hari.

Connectivity shows the extent of connection between various ports in Timor-Leste, within the island (domestic) and between the region and other countries (international). The world of shipping connectivity in the country of Timor-Leste has not been expanded where until now there are only five ports that carry out operational activities of export and import ports so that access between regions using sea routes in Timor-Leste is still not maximized because the flow of goods or trade in Timor-Leste is less and the lack of port facilities and infrastructure. This condition requires the National Transportation System (Sistranas) and National Logistics (Sislognas) in accordance with the conditions to achieve maximum connectivity. This study aims to determine the connectivity index on shipping in Timor-Leste using the degree connectivity method, namely the level of connectivity to the number of connected ports and the port accessibility index which is the level of capacity that can be produced by the port (TEUs/ton per day). Analyzing the relationship between sea transportation and the regional economy using the Granger Causality method to determine the effect of sea transportation variables on regional economic variables within a certain time lag. Then improve connectivity according to these two concepts. The results of the calculation of the Dili port connectivity index have the highest index of 9, Kaitehu Port 1.5, Ai-Pelo Port 1, PT. Pertamina 0.5 and Hera Oil 0.5, based to two concepts were applied "Sea Transport follows trade" and "Sea Transport produces Trade" in Timor-Leste, with a GDP rate (Gross Domestic Product) by 1% per year, the accessibility of container cargo increased by 1% to 550.55 TEUs/day and the relocation of the Dili port to the Tibar Bay port in terms of the area of the container loading field increased by 9% accessibility to 619.09 TEUs/day, from In terms of facilities for two CC units, container loads increased by 140% accessibility 1,072.11 TEUs/day.s
