Abstract

The education sector in Indonesia has undergone a dramatic digital transformation due to the COVID-19 pandemic. To reduce the spread of the pandemic, quite a number of educational institutions in Indonesia were immediately shifting their learning methods to online means by utilizing the Internet. This transition offers a unique opportunity to describe the process of digital transformation that took place. This research aims to identify and explain the factors that enable or inhibit the normalization of online learning in ITS Information Systems Department during the COVID-19 pandemic guided by the constructs of Normalization Process Theory (NPT). NPT is a conceptual framework based on the idea that there is specific work being done to define and manage complex interventions. NPT can be used to understand how new ways of thinking, acting, and organizing are embedded in daily work activities so that they become “normal” practices. Primary data was obtained by conducting interviews and distributing questionnaires. Relevant information from the data was then analyzed and mapped into four NPT constructs: coherence, cognitive participation, collective action, and reflexive monitoring. Data analysis was assisted by using a qualitative data analysis program, ATLAS.ti. In this research, NPT was used when online learning was still the main practice. The results of the analysis showed that online learning has been fairly normalized during the COVID-19 pandemic. A shared understanding and a sense of urgency due to the COVID-19 pandemic have made lecturers collectively stick to online learning methods until it is safe to return to the conventional face-to-face learning. Lecturers also actively modifies the most effective way for them to deliver online classes. The findings also showed that the institution has provided sufficient support so that the transition to and the general operations of online learning can run smoothly despite the urgency of the COVID-19 pandemic. However, most participants indicated that online methods can and still need to be practiced considering technology that continues to develop, just not in full capacity and not being applied for all courses such as in a pandemic or other emergency that would require it.
