Abstract
Offshore Pipeline atau pipa bawah laut merupakan salah satu hal penting dalam siklus perekonomian di Indonesia. Selain siklus perekonomian offshore pipeline juga diperlukan oleh seluruh masyarakat Indonesia untuk kegiatan sehari hari seperti supply BBM dan lain lain. Proses instalasi offshore pipeline merupakan suatu proses yang cukup rentan untuk mengalami suatu kendala. Salah satu kendala yang cukup krusial adalah adanya keterlambatan pada pengerjaan proyek instalasi offshore pipeline. Untuk menghindari kendala keterlambatan proyek dalam proses instalasi offshore pipeline, diperlukan sebuah manajemen proyek yang baik untuk mengantisipasi dampak negatif dari kendala keterlambatan. Penelitian diawali dengan pengumpulan data dari proyek instalasi offshore pipeline milik PT.ZYX di field Terang Sirasun Batur untuk selanjutnya data tersebut diolah dan dianalisis. Hasil dari penelitian ini didapatkan bahwa ada 29 basic event dengan probabilitas resiko yang menyebabkan keterlambatan proyek berbeda beda. Dengan Probabilitas paling tinggi pada Keterlambatan Proyek Instalasi Offshore Pipeline adalah 0,018763339. Dengan penambahan metode ETA untuk analisa dampak ditemukan bahwa kemungkinan lama keterlambatan proyek instalasi offshore pipeline diperkirakan selama 5 minggu – 3 bulan, dengan denda yang harus dibayar sebesar 1/1000 dari total biaya dikali jumlah hari keterlambatan dan didapatkan minimum denda sebesar Rp. 12.112.407.922 dan maksimum Rp. 35.084.216.052 dengan probability sebesar 0,005818. Selanjutnya dilakukan pengerjaan metode dilanjutkan dengan pengerjaan FMEA untuk klasifikasi, risk mapping, dan mitigasi dari factor factor keterlambatan. Ditemukan 10 resiko yang perlu dilakukan pengendalian dan cara pengendalian yang berbeda beda

The offshore pipeline is one of the important things in the economic cycle in Indonesia. In addition to the economic cycle, the offshore pipeline is also needed by all Indonesian people for daily activities such as fuel supply and others. The offshore pipeline installation process is a process that is quite vulnerable to experiencing problems. One of the most crucial obstacles is the delay in the construction of the offshore pipeline installation project. To avoid project delays in the offshore pipeline installation process, a good project management is needed to anticipate the negative impacts of delay constraints. The research begins with collecting data from the offshore pipeline installation project owned by PT. ZYX in the Terang Sirasun Batur field for further processing and analysis of the data. The results of this study show that there are 29 basic events with different risk probabilities that cause project delays. With the highest probability of Delay in the Offshore Pipeline Installation Project is 0.018763339. With the addition of the ETA method for impact analysis, it was found that the possible delay in the offshore pipeline installation project is estimated to be 5 weeks – 3 months, with a fine to be paid of 1/1000 of the total cost multiplied by the number of days of delay and a minimum fine of Rp. 12,112,407,922 and a maximum of Rp. 35,084,216.052 with a probability of 0.005818. Continued by working on FMEA for classification, risk mapping, and mitigation of delay factors. There were 10 risks that needed to be controlled and different control methods were found
