Abstract

Alur pelayaran sebagai salah satu alat transportasi laut dibangun berdasarkan kebutuhan kapal yang lewat, misalnya jika ukuran dimensi kapal yang lewat meningkat, dimensi alur juga harus diperbesar. Salah satu contoh alur pelayaran pelabuhan di Indonesia adalah Alur Pelayaran Pelabuhan Banjarmasin yang melintasi Sungai Barito dari muara Sungai Barito di Perairan Taboneo menuju Pelabuhan Trisakti Banjarmasin. Alur pelayaran memiliki kedalaman berkisar antara 5-8 meter LWS (Low Water Spring) yang cocok untuk kapal dengan beban maksimal 6 meter, namun kondisi lalu lintas saat ini sebagian besar kapal dimuat di atas 6 meter hingga 8 meter sehingga memerlukan perubahan kedalaman alur menjadi 9 meter dengan mengeruk alur. Untuk melakukan pengerukan alur pemerintah membutuhkan dana yang tidak sedikit sehingga membutuhkan bantuan dari pihak swasta melalui konsesi jalur pelayaran. Berdasarkan hal tersebut, perlu dilakukan penelitian yang akan menganalisis kelayakan model konsesi sesuai dengan peraturan Menteri Perhubungan PM No. 48 Tahun 2021 dan PM. No. 5 Tahun 2022. Penelitian ini dilakukan dengan memperhatikan dua aspek, yaitu kelayakan teknis yang terdiri dari analisis dimensi dan kapasitas alur serta kelayakan finansial yang terdiri dari perhitungan NPV, IRR, BCR, dan Payback-Period. Hasil dari penelitian ini adalah penetapan konsesi dengan jangka waktu 12 tahun dari tahun 2022 hingga 2034 dengan kelayakan teknis kedalaman alur 9 meter, lebar 122,5, dan kapasitas alur + 113 ribu kapal antara tahun 2037 hingga 2038 serta kelayakan finansial NPV sebesar 106,41 miliar rupiah dan IRR sebesar 12,07%.

The shipping canal lane, as one of the means of sea transportation, is built on the needs of passing ships; for example, if the dimension size of passing ships increases, the dimensions of the canal lane must also be enlarged. One example of a port shipping canal lane in Indonesia is the Banjarmasin Port Shipping Canal lane which crosses the Barito River from the mouth of the Barito River in Taboneo Waters to the Trisakti Banjarmasin Port. The shipping canal lane has a depth ranging from 5-8 meters LWS (Low Water Spring), which is suitable for ships with a maximum load of 6 meters, but the current traffic conditions have most ships loaded above 6 meters to 8 meters so that it requires a change in the depth of the groove to increase to 9 meters by dredging the groove. Dredging the government canal lane requires many funds, requiring assistance from the private sector through shipping canal lane concessions. Based on this, it is necessary to conduct research that will analyse the feasibility of the concession model following the regulation of the Ministry of Transportation PM No. 48 of 2021 and PM. No. 5 of 2022. This research was conducted by paying attention to two aspects: technical feasibility consisting of analysis of dimensions and flow capacity, and financial feasibility, consisting of NPV, IRR, BCR, and Payback-Period calculations. The result of this study is the determination of concessions with a period of 13 years from 2022 to 2035 with the technical feasibility of a groove depth of 9 meters, a width of 122.5, and a flow capacity of + 113 thousand ships between 2037 and 2038 as well as the financial feasibility of NPV 106,41 billion rupiahs, IRR of 12,07%.
