Abstract

Ship to Ship Transfer adalah kegiatan pemindahan langsung muatan gas, cair, ataupun padat dari suatu kapal ke kapal lainnya. PT. Pertamina menjadi salah satu perusahaan yang menerapkan STS transfer untuk memindahkan muatannya dari satu kapal ke kapal yang lain guna untuk memenuhi kebutuhan distribusi LPG pada daerah-daerah tertentu. Perairan Kalbut, Situbondo menjadi salah satu lokasi untuk STS transfer kapal LPG Tanker Pertamina Gas 1. Penelitian ini bertujuan untuk mengidentifikasi bahaya saat proses unloading, menghitung frekuensi yang terjadi dan konsekuensi yang terjadi pada crew kedua kapal, dan menentukan tingkat risiko yang dihasilkan, serta tindakan mitigasi apabila risiko berada pada tingkat/level yang tidak diterima. Pengidentifikasian bahaya dilakukan dengan metode HAZOP (Hazard and Operability) yang mengacu pada P&ID yang ada. Adapun potensi bahaya tersebut antara lain Jet Fire, Flash Fire dan Gas Dispersion. Analisa frekuensi menggunakan metode FTA (Fault Tree Analysis) dan ETA (Event Tree Analysis). Hasil frekuensi paling tinggi untuk masing-masing potensi bahaya adalah Gas Dispersion dengan angka 2,55x10-3/tahun. Analisa Konsekuensi dengan menggunakan pendekatan fire modeling menunjukkan bahwa Flash fire merupakan potensi bahaya yang memiliki konsekuensi terbesar. Untuk representasi risiko menggunakan 2 metode yaitu F-N curve yang mengacu standar UK HSE dan Perangkat lunak Matlab dengan fungsi Fuzzy Inference System menunjukkan bahwa tingkat risiko untuk masing-masing potensi bahaya berada pada kondisi “Acceptable”, “Low risk” dan “Medium risk” sehingga tindakan mitigasi tidak diperlukan.

Ship to Ship Transfer is a direct transfer of cargo activities of gas, liquid, or solid from one ship to another ship. PT. Pertamina became one of the companies that implement STS transfer to move cargo from one ship to another ship in order to meet the needs of LPG distribution in certain areas. Kalbut in Situbondo port is one of the locations for STS transfer Pertamina Gas 1 which carries a charge LPG. This study aims to identify potential hazards in the process of unloading, knowing the frequency occurs and a large impact on both ships crew who were carrying the STS, and determine the level of risk that is generated, as well as mitigation measures when the risk is at a stage that is not acceptable. Hazard identification was conducted using HAZOP (Hazard and Operability) which refers to the existing P&ID. The potential hazards include Jet Fire, Flash Fire and Gas Dispersion. Frequency analysis using FTA (Fault Tree Analysis) and ETA (Event Tree Analysis). Results of the highest frequency for each potential hazard is Gas Dispersion with figures 2,55x10-3 / year. Consequence analysis using fire modeling approach indicates that the Flash Fire is a potential hazard that has the greatest consequences. For the representation of the risk of using two methods: the F-N curve refers to the standard UK HSE and Matlab software with function Fuzzy Inference System showed that the level of risk for each potential hazard in a state of "Acceptable", "Low risk" and "Medium risk" so that the mitigation measures are not necessary.
