Abstract

Teknologi sistem telekomunikasi seluler yang terus berkembang
membutuhkan suatu perencanaan sel dengan menempatkan lokasi BTS
(Base Transceiver Station) dengan baik dan tepat untuk mengurangi
blank spot area, memaksimalkan coverage area dan memenuhi
kapasitas trafik. Penambahan jumlah menara telekomunikasi seluler
baru bersama yang menampung BTS merupakan suatu tuntutan yang
wajib terpenuhi, karena bertumbuhnya jumlah pengguna layanan seluler
di suatu wilayah. Penempatan lokasi menara harus mempertimbangkan
rencana tata ruang wilayah dan jumlah menara eksiting.
Berdasarkan permasalahan tersebut, penelitian ini dilakukan
optimasi penempatan lokasi menara baru bersama di Kabupaten
Bangkalan. Optimasi tersebut merupakan perencanaan dengan
penambahan jumlah kebutuhan BTS dan menara bersama. Proses
optimasi tersebut berdasarkan titik-titik potensial dengan skala prioritas
rencana tata ruang wilayah. Optimasi dengan data perencanaan tersebut
diimplementasikan dengan metode Algoritma Fuzzy Evolusi. Pemetaan
hasil optimasi tersebut dipetakan pada peta geografis wilayah yang
ditampilkan dalam bentuk digital menggunakan Map Info.
Dalam perhitungan perencanaan kebutuhan BTS untuk tahun
2019, Kabupaten Bangkalan membutuhkan 546 BTS dengan 309
menara bersama, maka diperlukan penambahan 74 menara untuk
mencukupi kebutuhan trafik tahun 2019. Dari hasil optimasi terpilih 74
titik paling optimal berdasarkan skala prioritas rencana tata ruang
wilayah sesuai dengan penambahan jumlah kebutuhan menara. Titiktitik
tersebut dijadikan zona pembangunan menara baru bersama dengan
radius 500 meter agar bisa disesuaikan dengan kondisi wilayah.

The mobile telecommunications system technology evolving
needs a cell planning to put the location of BTS (Base Transceiver
Station) with a good location to reduce the blank spot areas, maximizing
the coverage area and fulfill the traffic capacity. Increasing the number
of new joint cellular telecommunication towers that holds the BTS is a
demand that must be met due to the growing number of mobile users in
the region. The placement of the tower site must consider the spatial
plans and the number of existing towers.
Based on these problems, this research to placement optimization
of new joint cellular telecommunication tower location in Bangkalan
Regency which is planning to increase the number of BTS and tower
needs. The optimization is planning to increase the number of base
stations and joint tower needs. The optimization process is based on the
points of potential to scale spatial planning priorities. Optimization of
the planning data is to be implemented by the method of Fuzzy
Evolutionary Algorithms. Mapping the optimization result is mapped on
a geographical map area displayed in digital form using Map Info.
In calculating the BTS requirements planning for 2019,
Bangkalan District require 546 BTS to 309 of new joint cellular
telecommunication towers, it would require the addition of 74 towers to
provide for traffic in 2019. The results of the optimization selected 74
most optimal point based on priorities of spatial plans in accordance
with the increase in the number tower needs. These points are used as a
new tower construction zone with a radius of 500 meters in order to be
adapted to the conditions of the region.
