Abstract

Kahuripan Nirwana Village (KNV) merupakan kawasan kota
mandiri yang dikembangkan oleh PT Mutiara Mahsyur Sejahtera
dengan luas lahan total 375 Ha yang sebagian lahannya telah
dikembangkan menjadi perumahan, area komersial, dan fasilitas
pendukung lainnya. Salah satu lahan yang belum dikembangkan
adalah lahan seluas 1,28 Ha di Jl Kahuripan Raya Kav 30-34.
Guna mendapatkan alternatif terbaik pada lahan tersebut perlu
dilakukan sebuah analisa, salah satu yang dapat digunakan
adalah analisa Highest and Best Use.
Highest and Best Use terhadap tanah kosong didasarkan atas
kontribusi yang diberikan oleh tanah itu sendiri, yaitu tanah akan
mempunyai nilai tinggi jika sesuai dengan properti yang berdiri
di atasnya. Pemilihan alternatif penggunaan campuran terbaik
melalui analisa Highest and Best Use (HBU) itu sendiri harus
melewati uji kelayakan secara hukum, fisik, finansial, serta
produktivitas maksimum sehingga mampu memberikan alternatif
solusi terhadap pemecahan masalah pengoptimalan penggunaan
lahan di Jl Kahuripan Raya Kav 30-34.
Hasil penelitian ini didapatkan perpaduan shopping centre
dengan apartemen sebagai alternatif penggunaan lahan terbaik
dengan nilai lahan tertinggi yaitu sebesar Rp 6.182.208/ m2
dengan produktivitas maksimum sebesar 18,16%.

Kahuripan Nirwana Village (KNV) is an independent town
developed by PT Mutiara Mahsyur Sejahtera with a total land
area of 375 hectares, partially which has been developed into
landed house, commercial areas, and other supporting facilities.
One of the undeveloped land with area 1,28 Ha is on Kahurupan
Raya No.30-34. In order to get the best alternative in this area is
necessary to do an analysis, one that can be used is the Highest
and Best Use analysis.
Highest and Best Use of the vacant land is based on
contributions made by the land itself, the land will have a higher
value if it corresponds to a property that stands on it. Selection of
the best alternative use of the mixed use through the analysis
Highest and Best Use (HBU) itself must pass the feasibility test
such as legal, physical, financial, and maximum productivity so it
can provide alternative solutions to solving optimization
problems of land use in Kahuripan Raya No. 30-34.
The results of this study is mixed use of shopping center with
apartments as best alternative land use with the highest land
value that is equal Rp 6.182.208/ m2 with maximum productivity
18,16%.
