Abstract

Transpotasi angkutan barang di Provinsi Jawa Timur masih menggunakan sistem
konvensional yang dimana shipper mengirim muatan langsung menuju pelabuhan laut
menggunakan angkutan jalan raya (truk). Seiring dengan terus bertambahnya volume
barang maka volume kendaraan juga semakin bertambah sehingga mengakibatkan
kemacetan dan berdampak pada tingginya biaya transportasi. Tujuan dari penelitian ini
adalah memodelkan transportasi antarmoda yang paling efektif di Provinsi Jawa Timur
dengan indikator RCI (Road Condition Index), VCR (Volume Capacity Ratio) untuk
menerapkan konsep Dry Port. Sehingga nantinya kepadatan ruas jalan tertentu dapat
berkurang dan biaya transportasi dapat ditekan. Sudut pandang yang digunakan dalam
meneliti kasus ini adalah perbandingan kondisi pengiriman barang baik FCL/LCL, baik
dengan menggunakan Dry Port maupun tidak. Dry Port dapat digunakan sebagai
alternatif untuk mencapai transportasi yang efektif dengan perbedaan biaya transportasi
LCL antara kondisi eksisting dan konsep Dry Port yang mencapai 22 %. Dengan
menggunakan pendekatan Set Covering Location Problem didapatkan lokasi rencana
Dry Port pada tiga lokasi, yaitu Lamongan, Jombang, Pasuruan.

Up until this research is published, cargo shipping in the province of East Java
utilises conventional methods in which the shipper sends the cargo directly to sea ports
on trucks through highways. With the increasing volume of cargo, the number of
vehicles follows this trend and causes traffic congestions which will affect a high
transportation cost. The purpose of this research is to create an effective multimodal
transport model in East Java utilising RCI (Road Condition Index) to VCR (Volume
Capacity Ratio) apply the concept of Dry Port. The model aims to reduce transportation
cost and traffic density. The perspective of this case study is through a comparrative
analysis between both dry port and non-dry port FCL/LCL cargo shipments. Dry Ports
can be used as an alternative to achieve effective transportation with the 22%
differences in cost of LCL cargo transport. Using Set Covering Location Problem, the
location of the planned Dry Port are found at three locations which are Lamongan,
Jombang and Pasuruan.
