Abstract

Transpotasi barang di Provinsi Jawa Timur masih menggunakan sistem konvensional
yang dimana shipper mengirim muatan langsung menuju pelabuhan laut menggunakan
angkutan jalan raya (truk). Seiring dengan terus bertambahnya volume barang, dikhawatirkan
akan muncul efek domino dari kejenuhan beban jalan tersebut, yaitu kemacetan,
meningkatnya biaya pemeliharaan dan perawatan jalan, serta meningkatkan resiko kecelakaan
mengingat tidak adanya jalur khusus pengangkutan barang. Konsekuensi dari semua itu
tentunya adalah tingginya biaya transportasi. Tujuan dari penelitian ini adalah memodelkan
transportasi barang yang paling efektif di Provinsi Jawa Timur dengan menerapkan konsep
dry port. Sehingga nantinya kepadatan ruas jalan tertentu dapat berkurang dan biaya
transportasi dapat ditekan. Sudut pandang yang digunakan dalam meneliti kasus ini adalah
perbandingan kondisi pengiriman barang baik FCL maupun LCL, baik dengan menggunakan
dry port maupun tidak. Dry port dapat digunakan sebagai alternatif untuk mencapai
transportasi yang efektif dengan perbedaan biaya transportasi LCL antara 10% hingga 30%.
Dengan menggunakan pendekatan Gravity Location Model didapatkan lokasi rencana dry
port pada Kabupaten Pasuruan dengan menggunakan acuan pembanding muatan pada
jembatan timbang atau Kabupaten Mojokerto dengan menggunakan acuan pembanding
bangkitan dan tarikan masing-masing kota/kabupaten di Jawa Timur. Sehingga dari kedua
lokasi tersebut melayani zona timur dan barat provinsi Jawa Timur.

Cargo/Container transportation in East Java province still use conventional system
whereby the shipper sent directly to the seaports cargo using road transport (trucks). Along
with the continued increase in the volume of cargo/containers, there is danger of a domino
effect of saturation of the road load, which is traffic jams, rising costs of maintenance and
Road preservation, as well as increasing the risk of accidents considering the lack of a special
track transport of cargo/containers. Consequences of all that is certainly are the high cost of
transportation. The aim of this study is modeling the most effective transportation of
cargo/containers in the province of East Java by applying dry port concept. So that the traffic
of certain roads can be reduced and transport costs can be pressed. Point of view which used
in researching this case is ratio condition both freight FCL and LCL, either by using dry port
or not. Dry ports can be used as an alternative to achieve effective transportation with LCL
transportation cost difference between 10% to 30%. By use approaching from Gravity
Location Model obtain dry port location plan in Pasuruan by using comparator reference
charge on the weighbridge or Mojokerto District by using comparator reference from
generation and pull each city / county in East Java. So from these two locations, serving
eastern and western zones of East Java province.
