Abstract

Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat atau
P
amsimas merupakan salah satu program untuk meningkatkan akses masyarakat
pedesaan terhadap air minum yang layak dan sanitasi yang layak. Beberapa sarana
yang telah dibangun program Pamsimas tidak berfungsi sehingga menimbulkan
ketidakberlanjutan dari sarana penyedian air minum tersebut. Penelitian ini
bertujuan menganalisis faktor-faktor yang mempengaruhi keberlanjutan sarana air
minum yang telah dibangun Program Pamsimas.
Penelitian ini dilakukan di Kabupaten Kupang, Provinsi Nusa Tenggara
Timur dengan sampel 60 desa dan jumlah responden 160 orang yang menjadi
pelaksana program Pamsimas. Kondisi keberlanjutan desa sampel 9 desa tidak
berfungsi, 13 desa berfungsi sebagian dan 38 desa berfungsi baik. Metode survei
yang digunakan adalah
Purposive Sampling
dan untuk menganalisis faktor-faktor
yang berhubungan dengan keberlanjutan sarana air minum digunakan metode
Structural Equation Modeling
. Model penelitian yang dibangun berdasarkan
tahapan program Pamsimas yang terdiri dari persiapan, pelaksanaan, serah terima
dan keberlanjutan.
Hasil pengolahan data mendapatkan
loading factor
untuk tahap persiapan
terhadap pelaksanaan 0,81, tahap pelaksanaan terhadap serah terima 0,93 dan
tahap serah terima terhadap keberlanjutan 0,92. Faktor pendampingan dari
fasilitator dan koordinator kabupaten merupakan faktor terbesar yang
mempengaruhi tahap pelaksanaan. Peningkatan kapasitas fasilitator dan
koordinator kabupaten sebagai pendamping masyarakat akan meningkatkan

) is one of the programs to improve access to drinking water and
sanitation for communities in villages. Some facilities which have been
established by PAMSIMAS program are no longer in function and hence this
condition prevents the sustainability of the program. This research intends to
analyze factors that affect the sustainability of Pamsimas program.
This research was conducted in District of Kupang in East Nusa
Tenggara Province, with 60 sample villages, comprising 160 respondents who are
involved in Pamsimas program. These 60 villages were the targeted villages of
Pamsimas program and they have received facilities from the program. Out of 60
villages, 38 villages still have fully-functioning facilities, while 13 have partially-
functioning facilites and 9 have non-functioning facilities. The survey technique
applied was Purposive Sampling, and to analyze the factors related to the
sustainability of the program Structural Equation Modelling was utilized. The
research model was based on the stages in Pamsimas program, consisting of
preparation, implementation, handover and sustainability.
This research found the factor loading of program preparation to program
implementation was 0.81, program implementation to program handover 0.93 and
program handover to program sustainability 0.92. This research found that the
roles of facilitators and district coordinator are the highest factor which affects the
program implementation. In addition, the improvement of capacity of facilitators
and district coordinators will increase the sustainability.
