Abstract

Sumenep merupakan sebuah kabupaten di provinsi Jawa Timur, Indonesia. Kabupaten
Sumenep selain terdiri wilayah daratan juga terdiri dari berbagai pulau di Laut Jawa. Pasokan
BBM bagi Kepulauan Kabupaten Sumenep selama ini diangkut dengan menggunakan Kapal
Layar Motor (KLM) berbahan kayu, Namun alat transportasi jenis ini dinilai tidak layak
digunakan mengangkut BBM karena faktor keselamatan yang sering terabaiakan, serta tidak
bisa berlayar pada waktu-waktu tertentu. Oleh karena itu dibutuhkan alternatif transportasi
pengangkut BBM yang dinilai aman dan dapat memenuhi kebutuhan BBM di kepulauan
sumenep sebagai pengganti KLM. Tugas akhir ini bertujuan untuk mendesain alat transportasi
pengangkut BBM yaitu Self-Propelled Oil Barge (SPOB) untuk mendistribusikan BBM ke
pulau-pulau di kabupaten Sumenep. Desain SPOB ini diawali dengan pengumpulan data yang
kemudian diolah menjadi owner requirement. Dari owner requirement kemudian dilakukan
perhitungan dan optimasi. Proses optimasi menggunakan Solver pada Microsoft Excel dengan
objective function adalah biaya pembangunan kapal (building cost) yang paling minimum.
Hasil optimasi adalah SPOB dengan panjang (Lpp) = 42,24 m, lebar (B) = 8,22 m, tinggi (H) =
3,20 m, sarat (T) = 2,18 m dan kecepatan dinas (Vs) = 8,14 knots dengan biaya pembangunan
harga kapal sebesar Rp. 19.477.723.188,-. Dari data-data tersebut kemudian dibuat rencana
garis dan rencana umum.

Sumenep is one of East Java province regency, Indonesia. Sumenep other than the
mainland it is also consists of various islands in the Java Sea. Supply of fuel to the Islands
Sumenep been transported by Kapal layar Motor (KLM) made of wood, however this type of
transport is unfeasible used transport fuel because safety factors often ignored, and could not
sail at certain times. Hence needed alternative transportation for transporting bbm who are
considered safe and fulfill the needs of BBM in kepulauan sumenep as a substitute for KLM.
This Final project aims to design a transportation fuel carrier namely self-propelled Oil Barge
(SPOB) to distribute fuel to the Islands in Sumenep. SPOB design begins with the collection of
data that is then processed into owner's requirement. From owner requirement then do
calculations and optimization. The optimization process using Solver in Microsoft Excel with
the objective function is the cost of construction of the ship (building cost) the most minimum.
The optimization of the results obtained with the length of SPOB (Lpp) = 42,24m, breadth (B)
= 8.22m, height (H) = 3,20m, draft (T) = 2,18m and Speed (Vs) = 18,14knots with the building
cost of the ship is Rp.19.477.723.188,-.From this data are then made Lines Plan and General
Arrangement.
