Abstract

Perubahan status ITS menjadi PTN-BH mengharuskan ITS untuk mengubah birokrasi yang dimilikinya agar sesuai dengan tatanan PTN-BH. Salah satu area kunci perubahan reformasi birokrasi adalah sumber daya manusia aparatur. Salah satu upaya organisasi agar dapat mengembangkan SDM yang dimilikinya adalah dengan menyediakan jalur karier formal yang terstruktur. Saat ini, jalur karier tenaga kependidikan bidang keuangan ITS belum terstruktur dengan jelas. Jalur karier tenaga kependidikan bidang keuangan ITS, baik promosi maupun rotasi, hanya berdasarkan segi kebutuhan saja. Oleh sebab itu, tenaga kependidikan bidang keuangan ITS tidak dapat mengetahui dengan jelas jalur kariernya di ITS. Penelitian ini fokus merancang sebuah jalur karier tenaga kependidikan bidang keuangan ITS berbasis kompetensi. Penelitian diawali dengan merancang daftar kompetensi dan indikator penilaian berdasarkan kamus kompetensi yang ada. Setelah itu, dilakukan pemetaan kebutuhan kompetensi tiap jabatan. Setelah didapatkan kebutuhan kompetensi tiap jabatan tenaga kependidikan bidang keuangan yang valid maka langkah selanjutnya adalah melakukan pengelompokan jabatan dengan analisis klaster. Analisis klaster ini menghasilkan tiga kelompok jabatan yang kemudian dijadikan dasar perancangan jalur karier. Penelitian ini menghasilkan 6 kompetensi inti, 14 kompetensi pendukung, dan 152 kompetensi teknis yang dipetakan ke dalam enam level indikator perilaku berdasarkan Taksonomi Bloom. Selain itu, hasil dari penelitian ini adalah usulan jalur karier tiap jabatan yang menggambarkan perpindahan jabatan berupa promosi dan rotasi dari satu jabatan ke jabatan lainnya. Keunggulan dari jalur karier berbasis kompetensi ini adalah memiliki kelengkapan faktor kemiripan fungsi, pengetahuan, keterampilan, serta mempertimbangkan kompetensi yang dapat mempengaruhi kinerja individu.

The change of ITS status into PTN-BH requires ITS to change its bureaucracy to fit with PTN-BH governance. One of the key areas of changes in the bureaucratic reform is the human resources governance. One of the efforts of the organization to develop its human resources governance is to provide a structured formal career path. Currently, the career path of ITS financial educational personnel is not clearly structured. The career path of ITS financial educational personnel, both promotions and rotations, is only based on needs. Therefore, ITS financial educational personnel cannot know clearly the path of his career in ITS. This research focuses on designing a career path of ITS financial educational personnel based on competence. The research begins with designing a list of competencies and assessment indicators based on an existing competency dictionary and then mapping the competency needs of each position. After obtained the valid competences needed on each position of financial educational personnel the next step is to do the classification of positions with cluster analysis. The cluster analysis produces three groups of positions which are then used as the basis of the career path design. The research resulted 6 core competencies, 14 support competencies, and 152 technical competencies mapped into six levels of behavioral indicators based on Bloom's Taxonomy. In addition, the results of this research are become the proposed career path of each position that will describes the career path in the form of promotion and rotation from one position to another position. The advantage of this competency-based career path is to have complementary factors of similarity in functions, knowledge, skills, and consider the competencies that can affect individual performance.
