Abstract

Fenomena urbanisasi yang terjadi di kota-kota besar mengakibatkan peningkatan kebutuhan ruang kota dan alih fungsi lahan yang tinggi. Di Kota Surabaya, pertambahan luas lahan untuk permukiman dari tahun 2001 hingga tahun 2015 sebesar 4.556,16 Ha (37,2%). Hal ini berdampak pada peningkatan aliran permukaan sehingga dapat menyebabkan banjir. Pada tahun 2016, di Kecamatan Wiyung, Kota Surabaya, banjir mencapai kedalaman 1 meter, serta di Kecamatan Driyorejo yang juga termasuk dalam DAS Kedurus, kedalaman banjir mencapai 70 cm. Oleh karena itu penelitian ini bertujuan untuk menentukan skenario tata guna lahan yang paling sesuai untuk mengurangi banjir di DAS Kedurus.
Metode analisis yang digunakan untuk mencapai tujuan penelitian adalah dengan menggunakan analisis model SWAT untuk mengetahui model hidrologi DAS Kedurus. Kemudian analisis sensitivitas disimulasikan untuk membangun skenario yang mungkin diterapkan di DAS Kedurus. Simulasi model berdasarkan skenario dilakukan untuk memperkirakan besaran pengurangan banjir. Selanjutnya, skenario tata guna lahan yang paling ekfektif dipilih dengan mempertimbangkan persentase pengurangan banjir.
Hasil penelitian menunjukkan bahwa volume banjir yang terjadi di DAS Kedurus adalah sebesar 512.598,97 m3 yang terjadi di 12 sub-DAS dari 27 sub-DAS. Penerapan skenario tata guna lahan pada skenario 2 (terbaik) mampu mengurangi 44.320,32 m3 volume banjir di seluruh DAS atau mampu menurunkan 8,11%. Rata-rata penurunan volume banjir di masing-masing sub-DAS sebesar 12,92% dengan penurunan volume banjir tertinggi terjadi di sub-DAS 22 (65,67%).

Urbanization phenomenon in big cities has increased the need for urban space and high land conversion. In Surabaya City, the additional land for residential from 2001 to 2015 was recorded at 4,556.16 Ha (37.2%). The addition has increased the surface run-off and potentially, causing flood. In 2016, at Wiyung Sub-District, Surabaya City, a flood was occurred and reached 1 meter in height, while in Driyorejo Sub-District as part of Kedurus River Basin, the flood has reached 70 cm. Based on these facts, this research aims to identify the most effective land use scenario in reducing the flood within Kedurus River Basin.
The analysis method employed to achieve the research objective was SWAT model to find out the hydrology model of Kedurus River Basin. Then, the sensitivity analysis is simulated in the hydrology model to build some potential scenarios of land uses. The model simulations based on selected scenarios were then performed to estimate the scale of the flood reduction for every scenario. Then, the most effective land use scenario is chosen by considering the percentage of flood reduction.
The result of the research shows that the volume of the flood in Kedurus River Basin was 512,598.97 m3 and it occurred in 12 sub-river basins of 27 sub-river basins. The application of land use in scenario 2 (the best) has been successful in reducing 44,320.32 m3 of flood volume in the entire river basin or 8.11% reduction. The average of flood volume reduction in individual sub-river basin was 12.92% with the highest reduction occurred in sub-River Basin 22 (65.67%).
