Abstract

Sampai dengan bulan Juni 2016, PDAM Surya Sembada Kota Surabaya telah mencapai pelayanan hingga 95,12% dan berencana mencapai target pelayanan 100% pada tahun 2018. Sebagai IPAM dengan kapasitas terbesar yaitu 5.950 L/det, IPAM Karangpilang yang merupakan bagian dari PDAM Surya Sembada Kota Surabaya dan terdiri atas IPAM Karangpilang I, II dan III perlu mengalami peningkatan kinerja, sehingga tak hanya memenuhi prinsip kuantitas, namun juga prinsip kualitas.
Pada penelitian ini, evaluasi kinerja IPAM Karangpilang I, II dan III berfokus pada aspek teknis operasional, terkait pada unit pengolahan, musim dan dosis zat koagulan. Penelitian dilakukan dengan membandingkan kualitas air produksi dengan Standar Baku Mutu PDAM, membandingkan kualitas air baku, kualitas efluen masing-masing unit pengolahan dan kualitas air produksi, serta melakukan analisis berdasarkan standar teknis unit pengolahan dan teori terkait. Setelah seluruh analisis dilakukan, maka solusi untuk meningkatkan kinerja unit tersebut dapat ditemukan dan dijadikan alternatif dalam upaya peningkatan kinerja IPAM Karangpilang.
Hasil analisa menunjukkan adanya masalah dalam pengolahan parameter kekeruhan, yaitu masih terdapatnya beberapa kejadian dimana parameter tersebut masih belum mencapai target standar baku mutu. Setelah itu, ditemukan unit yang memiliki kinerja yang masih belum memuaskan dalam penyisihan kekeruhan pada IPAM Karangpilang I, II dan III, yaitu unit prasedimentasi. Solusi yang dapat diberikan dalam upaya peningkatan kinerja IPAM Karangpilang, diantaranya yaitu menambah jadwal pemeliharaan unit prasedimentasi, menentukan acuan yang tepat dalam penentuan dosis zat koagulan dan melakukan optimasi dosis zat koagulan. Selain itu, ditemukan pula beberapa kejadian dimana parameter zat organik, sebagai salah satu parameter yang ikut tersisihkan dalam proses penyisihan, masih belum mencapai target standar baku mutu. Karena pengolahan pada IPAM Karangpilang menggunakan pengolahan konvensional yang bertujuan untuk menyisihkan kekeruhan, maka solusi yang dapat digunakan dalam mengatasi permasalahan pada parameter zat organik adalah dengan cara menggunakan proses pengolahan tambahan, yang dilakukan bila kualitas zat organik pada air baku memburuk, atau ketika kualitas zat organik pada efluen unit filter masih belum memenuhi standar.

Until June 2016, WSC (Water Supply Company) Surya Sembada of Surabaya City has been able to achieve the service up to 95,12% and plans to achieve 100% of service in 2018. As a WTP (Water Treatment Plant) with the biggest capacity of 5,950 L/sec, WTP Karangpilang which is a part of WSC Surya Sembada and consist by WTP Karangpilang I, II and III need to improve it’s performance, so it is not going to only fulfill the quantity requirement, but also quality requirement.
In this study, the performance evaluation of WTP Karangpilang I, II and III is focused on technical operation aspect, regarding on treatment units, seasons and coagulant dose. The study was conducted by comparing between the quality of production water and the Water Quality Standard of WSC, comparing the quality of raw water, quality of each treatment units effluent and quality of production water, and conducting analysis based on technical standard of treatment unit and the theory. After all the analysis have been conducted, the solutions to improve each unit’s performance may be found and might be used as the alternative to improve the performance of WTP Karangpilang.
Analysis result shows that there is a problem in turbidity treatment, that there is some occurrences where the quality of turbidity still unable to fulfill the quality standard. Afterwards, the result shows that there is a unit with performance which in inadequate condition at turbidity treatment from WTP Karangpilang I, II and III, that is pre-sedimentation unit. The solutions which may be given to improve the performance of WTP Karangpilang are; increase the maintenance schedule for pre-sedimentation unit, determine the proper reference in the determination of coagulant dose and optimize the coagulant dose. Furthermore, the result also shows that there are some occurrences that organic matter quality, as one of the parameters which also being treated, still not fulfilled the quality standard. The treatment in WTP Karangpilang is a conventional treatment which is being used to treat turbidity parameter. Thus, the solution that may be used to solve the problem in organic matter treatment is using the additional treatment. The additional treatment may be used when the quality of organic matter in raw water is high, or when the quality of organic matter in the effluent of filter unit still not fulfill the quality standard.
