Abstract

Bali merupakan destinasi wisatawan domestik maupun mancanegara. Bandara I Gusti Ngurah Rai merupakan pintu gerbang udara dan satu-satunya di Bali. Kepadatan kapasitas Bandara I gusti Ngurah Rai meningkat setiap tahunnya yaitu 74.70 % pada tahun 2015 dan 87.05 % pada tahun 2016. Pemerintah Bali mempunyai 11 rencana strategis untuk mengatasi masalah tersebut, satu di antaranya adalah pembangunan Bandara Terapung di Kabupaten Buleleng, Bali Utara. Lokasi tersebut dipilih demi terciptanya pemerataan pembangunan antara Bali selatan dan Bali Utara. Pembangunan itu ditafsir membutuhkan material pasir sebanyak 19-20 juta m3 yang diperoleh dari Pulau Lombok. Untuk memindahkan material tersebut dibutuhkan kapal yang didesain khusus. Jenis kapal yang dipilih adalah jenis Self-Propelled Split Hopper Barge (SPSHB) karena jenis kapal ini memiliki waktu bongkar muatan yang cepat. Metode penelitian yang digunakan untuk mendapatkan ukuran utama SPSHB yang optimum adalah metode optimization design approach dengan bantuan fitur solver pada program Microsoft Excel dengan menjadikan biaya pembangunan paling minimum sebagai fungsi objektif serta adanya batasan-batasan dari regulasi dan persyaratan teknis yang berlaku. Dari proses optimisasi, di dapatkan hasil ukuran optimum SPSHB adalah L=58.81 m, B=13.29 m, H=4.65 m, T=3.51 m dengan estimasi biaya pembangunann sebesar 1.979.616,87 USD atau setara dengan Rp.26.560.500.000.

Bali is a destination for domestic and foreign tourists. Ngurah Rai Airport is the only air gateway in Bali. The density of tourist in Ngurah Rai Airport increases every year around 74.70% in 2015 and 87.05% in 2016. Bali’s local goverment has 11 strategic plan to overcome this problem. One of those plans is the construction of a floating airport in Buleleng Regency, North Bali. This location was chosen in order to diminish the gap of development between South Bali and North Bali. This construction requires sand materials, estimated from 19-20 million m3, sent from Lombok. Therefore, a special vessel to ship those materials is needed. The type of vessel selected is Self-Propelled Split Hopper Barge (SPSHB), considering the unloading time of this vessel does not take a long time. To obtain an optimum main dimension of the SPSHB, optimation design approach with the aid of solver feature from Microsoft Excel is used, making the least building cost as an objective function, along with the limitation from the regulation and technical requirements applied. The main dimension obtained from the optimisation process are L = 58.81 m, B = 13.29 m, H = 4.65 m, T = 3.51 m with the building cost estimation of 1.979.616,87 USD or Rp.26.560.500.000.
