Abstract

Salah satu permasalahan dalam pembangunan adalah masalah pengangguran. Berdasarkan data BPS tahun 2015, jumlah pengangguran terbuka di Indonesia lulusan SD, sebesar 1,01 juta orang, lulusan SMP 1,37 juta orang, lulusan SMA sebesar 3,85 juta orang, lulusan diploma sebesar 252 ribu orang dan lulusan Sarjana 654 ribu orang. Berdasarkan data tersebut jumlah pengangguran didominasi oleh pengangguran dikalangan SMA keatas yang merupakan kalangan terdidik. Tingginya pengangguran terdidik di Indonesia, diduga dipengaruhi oleh upah, pertumbuhan ekonomi, kualitas Sumber Daya Manusia (SDM) dan investasi asing. Pola hubungan antara tingkat pengangguran terdidik dengan variabel-variabel yang mempengaruhinya cenderung tidak mempunyai pola tertentu. Untuk menganalisis variabel-variabel tersebut digunakan metode regresi nonparametrik Spline. Hasil penelitian menunjukkan, variabel yang berpengaruh signifikan terhadap tingkat pengangguran terdidik antara lain upah, pertumbuhan ekonomi, kualitas Sumber Daya Manusia (SDM), dan investasi asing yang menghasilkan nilai R2 sebesar 87,46 persen.

One of the proplem’s in development is unemployment. Based on data from Badan Pusat Statistik (BPS), in 2015 the number of unemployed in Indonesia elementary school graduates 1,01 million people, 1.37 million junior high school graduates, high school graduates 3.85 million People, diploma graduates of 252 thousand people and graduates of 654 thousand graduates. Based on these data the unemployment rate is dominated by unemployment among high school and above who are among the educated. The high educated unemployment level in Indonesia, allegedly influenced by wages, economic growth, quality of human resources and foreign investment. The pattern of relationship between the educated unemployment level and the variables affecting it doesn’t form a particular pattern.To analyze these variables used nonparametric Spline regression method. The result showed that the variables that significantly affect the educated unemployment level is wages, economic growth, quality of human resources and foreign investment with Rsq2 value is 87,46 percent.
