Abstract

Permasalahan galangan kapal dalam melakukan pembangunan kapal ikan adalah tidak
mencukupinya modal kerja dan agunan sehingga galangan kapal tidak dapat melakukan
pinjaman modal ke bank. Untuk itu diperlukan solusi berupa penerapan kebijakan subsidi bunga
pada galangan kapal untuk pembanguan kapal ikan 30 GT. Tujuan dari tugas akhir ini adalah
untuk melakukan studi penerapan kebijakan subsidi bunga pada galangan kapal untuk
pembangunan kapal ikan. Pertama-taman, kondisi pembiayaan pembangunan kapal saat ini
diidentifikasi. Kedua, skema kebijakan subsidi bunga diformulasikan. Ketiga, strategi penerapan
kebijakan subsidi bunga disusun. Perhitungan dan simulasi subsidi bunga dilakukan
menggunakan metode proyeksi alur kas. Hasil dari identifikasi kondisi saat ini menunjukkan
bahwa pemesanan pembangunan kapal kebanyakan berasal dari pihak swasta dengan skema
pembayaran di awal. Pemesanan kapal dari instansi pemerintah menggunakan skema termin
pembayaran atau pembayaran di akhir sehingga galangan kapal membutuhkan tambahan modal
kerja. Jaminan dan modal kerja yang tidak mencukupi persyaratan kredit bank menyebabkan
galangan kapal tidak dapat melakukan pinjaman modal. Hasil dari simulasi menunjukkan bahwa:
Pembiayaan skema I menunjukkan bahwa galangan kapal mampu membayar dengan suku bunga
14 %, sehingga galangan kapal belum membutuhkan subsidi bunga tetapi membutuhkan bantuan
penjaminan. Pembiayaan skema II menunjukkan bahwa galangan kapal hanya mampu membayar
dengan suku bunga 6,4%, sehingga galangan kapal membutuhkan subsidi bunga 7,6% dan
bantuan penjaminan. Pembiayaan skema III menunjukkan bahwa galangan kapal hanya mampu
membayar dengan suku bunga 9,13%, sehingga galangan kapal membutuhkan subsidi bunga
4,87% dan bantuan penjaminan. Pembiayaan skema VI menunjukkan bahwa galangan kapal
hanya mampu membayar dengan suku bunga 13,03%, sehingga galangan kapal membutuhkan
subsidi bunga 0,97% dan bantuan penjaminan. Hasil dari penyusunan strategi penerapan
menunjukkan bahwa: Sebelum penerapan, perlu adanya mediasi dari pemerintah kepada
galangan kapal dan bank. Galangan kapal perlu mempersiapkan syarat kebijakan subsidi bunga.
Bank perlu menyiapkan skema kebijakan subsidi bunga. Ketika penerapan, pemerintah perlu
membuat mekanisme kredit pada kebijakan subsidi bunga yang melibatkan galangan kapal, Bank
Pelaksana, Perusahaan Penjamin, owner, dan SIKP. Setelah penerapan, bank perlu membimbing
galangan kapal dalam mengatur laba yang didapatkan.

The problem faced by shipyards in building fishing vessels might be insuffiency of
working capital and collateral. Consequently, they could not perform working capital loan to
bank. A reasonable approach to solve this issue was by implementing policy of interest subsidy
to shipyard for building fishing vessel. The main objective of this final project is to study the
implementation of policy of interest subsidy to shipyard for building fishing vessel 30 GT.
Firstly, the existing financing condition of fishing vessel building was identified. The result of the
identification found that commonly, shipbuilding order came from the private sector with
payment at the beginning. The shipbuilding order that came from government agencies, usually
use progress payment or payment at the end. Consequently, the shipyard needed additional
working capital. Lack of collateral and working capital caused the shipyard could not perform a
loan. Secondly, the policy of interest subsidy was formulated. Simulation and calculation of
interest rate subsidy used cash flow projection method. The result of the simulation found that:
Scheme I financing showed that the shipyard was able to pay the interest rate of 14%, so it did
not need interest rate subsidy, but it needed guarantee assistance. Scheme II financing showed
that the shipyard was only able to pay the interest rate of 6.4%, so it needed a 7.6% interest rate
subsidy and guarantee assistance. Schemes III financing showed that the shipyard was only able
to pay with interest rate 9.13%, so it needed a 4.87% interest rate subsidy and guarantee
assistance. Schemes VI financing showed that the shipyard was only able to pay with a 13.03%
interest rate, so it needed a 0.97% interest rate subsidy and guarantee assistance. Thirdly, the
implementation strategy of the policy of interest subsidy was arranged. The result of the
arrangement showed that: Before implementation, the government should mediate the shipyard
and the bank, the shipyard should prepare the requirement, and the bank should prepare the
interest subsidy policy scheme. When implementing, the government should make a credit
mechanism which involving shipyard, bank, underwriter, owner, and information system. After
implementation, the bank should guide shipyard to manage its profits.
