Abstract

Permasalahan banjir merupakan salah satu permasalahan
umum yang sering terjadi di sebagian wilayah Indonesia,
misalnya di Kecamatan Gresik Kabupaten Gresik.
Perkembangan di Kota Gresik terjadi karena adanya
pertumbuhan jumlah penduduk yang pesat, yang
membutuhkan berbagai infrastruktur baru seperti
perumahan, jalan, perkantoran, pabrik dan lain-lain. Lahan
yang semula rendah dan kosong ditimbun untuk dibangun
berbagai infrastruktur tersebut dan kawasan kecamatan
Gresik yang semula tidak padat tumbuh menjadi semakin
padat. Perkembangan Kawasan kota Gresik ternyata diikuti
oleh munculnya genangan banjir dibeberapa tempat, hal ini
terjadi karena perkembangan kawasan kota tidak diikuti oleh
pembangunan sistim drainasenya yang memadai. Saluran
drainase kota Gresik yang sebagian besar terletak di daerah
dataran rendah sehingga pada saat elevasi air Sungai yang
berada disekitar wilayah Gresik seperti Kali Lamong cukup
tinggi maka saluran drainase khususnya saluran Primer Pulo
Pancikan tidak dapat berfungsi lagi. Akibatnya setiap musim
hujan Kabupaten Gresik selalu tergenang banjir. Untuk
mengatasi genangan banjir penampang saluran pada sistim
drainase Pulo pancikan harus dinormalisasi.
Untuk menormalisasi jaringan saluran drainase telah dihitung
Kapasitas maksimum saluran (Full bank capacity), dan debit
banjir rencana. Saluran drainase tersier direncanakan dengan
debit banjir periode ulang 2 tahun, saluran sekunder dengan
periode ulang 5 tahun dan saluran drainase primer
direncanakan dengan debit banjir periode ulang 10 tahun.
Perbandingan antara besarnya kapasitas maksimum saluran
dengan debit banjir rencana, menunjukkan bahwa dari total
28 ruas saluran, sebanyak 12 ruas saluran terjadi luapan
banjir. Hal ini menunjukkan bahwa sebagian besar
penampang saluran eksisting terlalu kecil sehingga harus
dinormalisasi berdasarkan debit banjir rencana. Untuk
merencanakan dimensi saluran menggunakan rumus
Manning.
Koordinasi antar instansi terkait dan peran masyarakat juga
perlukan dalam mencegah masalah banjir. Selain itu,
penanggulangan banjir harus dilakukan secara komprehensif
dengan mempertimbangkan beberapa studi kelayakan seperti
aspekteknis, sosial, ekonomi, hukum, kelembagaan dan
lingkungan. Oleh karena itu, kerjasama dan koordinasi antar
instansi terkait dan masyarakat sangat diperlukan dalam
penanggulangan banjir dengan cara normalisasi afvoor,
sistem tampungan, dan sistem drainase pompa.

The problem of flooding is one of the common problems that
often occur in parts of Indonesia, such as in Sub Gresik Gresik.
Developments in Gresik is due to the rapid population
growth, which requires a variety of new infrastructure such as
housing, roads, offices, factories and others. Land that once
low and empty stockpiled to build the infrastructure and the
region of Gresik districts previously not grow into increasingly
dense solid. Gresik city area development was followed by
the rise of floodwaters in some places, this happens because
of the development of the city region is not followed by the
development of an adequate drainage system. Gresik city
drainage channels which are mostly located in low-lying areas
so that when the river water elevation that was around the
area of Gresik as time Lamong high enough then the primary
drainage channel especially Pulo Pancikan can not function
anymore. Consequently every rainy season Gresik always
flooded. To cope with the channel cross-section floodwaters
at Pulo pancikan drainage system must be normalized.
To normalize the drainage network has calculated the
maximum channel capacity (Full bank capacity), and the flood
discharge plan. Tertiary drainage channels planned to
discharge flood return period of 2 years, the secondary
channel with a return period of 5 years and the primary
drainage channel is planned to discharge flood return period
of 10 years. Comparison between the magnitude of the
maximum capacity of the channel with the flood discharge
plans, showed that of a total of 28 sections of channels, as
many as 12 sections of an overflow flood channels. This
indicates that most of the existing channel cross section is too
small and should be normalized based on flood discharge
plan. To plan the dimensions of the channel using the
Manning formula. Coordination among relevant agencies and
the role of the public also need to prevent flooding problems.
In addition, flood prevention must be done in a
comprehensive manner by considering several feasibility
studies as aspekteknis, social, economic, legal, and
institutional environment. Therefore, cooperation and
coordination between relevant agencies and the community
is necessary in the prevention of flooding by normalization
afvoor, bin systems, drainage systems and pumps.
