Abstract

Instalasi Penjernihan Air Minum (IPAM) Legundi merupakan salah satu operator penyedia layanan air minum yang dimiliki oleh PDAM Giri Tirta Gresik dengan kapasitas terpasang sebesar 550 liter/detik. Kebutuhan air minum yang lebih besar dibandingan pasokan air yang didistribusikan ke masyarakat mengakibatkan pemenuhan akan kebutuhan air tidak maksimal. Salah satu elemen penting dalam proses produksi air minum adalah pengadaan air baku. Air baku yang digunakan mayoritas berasal dari air sungai yang bermuara di Kali Surabaya. Kondisi lingkungan sekitar air sungai yang tercemar dapat mengakibatkan kualitas dan kuantitas air berkurang, sehingga dapat memunculkan permasalahan dalam pengadaan air baku. Salah satu cara yang dapat digunakan untuk mengatasi masalah tersebut adalah dengan menerapkan konsep green supply chain management (GSCM). Oleh karena itu, perusahaan ingin mengetahui tingkat kesiapan IPAM Legundi terhadap implementasi GSCM. Penelitian ini bertujuan untuk mengidentifikasi indikator pengukuran praktik implementasi GSCM dan memilih prioritas indikator implementasi GSCM pada IPAM serta mengevaluasi kesiapan IPAM Legundi. Identifikasi indikator yang sesuai dengan IPAM dilakukan dengan mengkombinasikan beberapa indikator dari penelitian terdahulu yang kemudian diverifikasi melalui wawancara mendalam kepada pihak expert, akademisi dan praktisi. Faktor implementasi GSCM teridentifikasi yaitu 5 faktor dan 43 indikator. Hasil wawancara mendalam yaitu 5 faktor dan 28 indikator implementasi GSCM yang sesuai dengan IPAM. Indikator tersebut dibobotkan untuk mengetahui prioritas indikator terpilih yang harus diperhatikan terlebih dahulu menggunakan metode Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan prioritas indikator implementasi GSCM pada IPAM secara berturut-turut adalah indikator desain mutu untuk mendukung regulasi (ECO4), indikator sertifikasi ISO 9001 (IEM11), indikator membangun sistem daur ulang limbah lumpur (IR4), indikator kerjasama dengan pelanggan untuk penghematan air (CC2) dan indikator sertifikasi pemasok ISO 9001 (GP4). Hasil evaluasi kesiapan implementasi GSCM pada IPAM Legundi secara keseluruhan memiliki total skor 54.502 yang terletak antara Q1 dan Q2 yang berarti IPAM Legundi tidak siap dalam implementasi GSCM.

Drinking Water Treatment Plant (IPAM) Legundi is one of drinking water service providers operators owned by PDAM Giri Tirta Gresik with an installed capacity of 550 liters/sec. The need for drinking water is greater than the water supply that distributed to the community, so the fulfillment of the water requirement is not maximal. One of the important elements in the process of drinking water production is the raw water procurement. The raw water used mostly comes from the river that empties into Kali Surabaya. Environmental conditions around the contaminated river can cause the water quality and quantity reduced, so it can raise the problem in the raw water procurement. One way that can be used to solve the problem is applying the concept of green supply chain management (GSCM). Therefore, the company wants to know the readiness level of IPAM Legundi to GSCM implementation. This study aims to identify indicators of measurement of GSCM implementation practices and to choose priority indicators of GSCM implementation on IPAM and to evaluate the readiness of IPAM Legundi. The identification of indicators corresponding to IPAM is done by combining several indicators from previous research which are then verified through in-depth interviews with experts, academics and practitioners. The identified GSCM implementation factors are 5 factors and 43 indicators. The results of in-depth interviews are 5 factors and 28 indicators of GSCM implementation in accordance with IPAM. The indicator is weighted to know the selected indicators that must be considered first using Analytical Hierarchy Process (AHP) method. The results of the research indicate the priority of GSCM implementation factor in IPAM are eco-design (ECO), internal environmental management (IEM), cooperation with customers(CC), investment recovery (IR) and green purchasing (GP). The readiness evaluation result of GSCM implementation on IPAM Legundi as a whole has a total score of 54.502 located between Q1 and Q2 which means IPAM Legundi is not ready in the implementation of GSCM.
